Abstract

Penelitian ini bertujuan untuk mengetahui pengelolaan aset dilihat dari perspektif siklus hidup aset atau asset life cycle management (ALCM) pada proyek blended finance pembangunan infrastruktur Kereta Api Makassar-Parepare. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus dan pengumpulan data dilakukan melalui wawancara. Analisis dilakukan dengan membandingkan kondisi pengelolaan aset pada proyek KA Makassar-Parepare dengan kerangka ALCM Departemen Transportasi Pemerintah negara bagian New South Wales yang terdiri atas analisis kebutuhan, perencanaan, pengadaan, operasi dan pemeliharaan serta penghapusan aset. Analisis juga dilakukan untuk mengidentifikasi faktor pendukung dan penghambat dari proses pengelolaan aset pada proyek KA Makassar-Parepare. Hasil penelitian menunjukkan bahwa proyek memiliki karakteristik proyek kereta api pertama di Pulau Sulawesi dengan menggunakan skema pembiayaan perpaduan antara pemerintah (APBN/D dan SBSN Proyek) serta investasi dari swasta (KPBU-AP) yang dilaksanakan secara multioperator antara penyelenggaraan prasarana dan sarana. Penerapan ALCM secara umum telah dilakukan pada pengelolaan aset proyek KA Makassar Parepare tetapi beberapa aspek seperti perencanaan jangka panjang yang mempertimbangkan efisiensi dan keberlanjutan proyek infrastruktur belum sesuai dengan praktik di Pemerintah New South Wales .Selain itu, penelitian ini juga mengidentifikasi faktor pendukung maupun faktor penghambat dari pengelolaan aset yang dilakukan pada proyek Kereta Api Makassar-Parepare. Faktor pendukung kesuksesan pengelolaan aset pada proyek ini adalah koordinasi antarpihak yang intens serta yang paling menghambat adalah kendala lahan yang menyebabkan penyelesaian ke tahap operasional menjadi mundur. Penelitian ini menyoroti pentingnya penerapan ALCM pada proyek blended finance dengan keterlibatan banyak pemangku kepentingan untuk memberikan praktik pengelolaan aset terbaik dengan keterbatasan sumber pembiayaan fiskal dalam pembangunan infrastruktur. This research aims to determine asset management from the perspective of asset life cycle management (ALCM) in the blended finance project for the Makassar Parepare Railway infrastructure development. This research uses a qualitative approach with a case study design and data collection is carried out through interviews. The analysis was carried out by comparing the condition of asset management on the Makassar-Parepare railway project with the ALCM framework of the Department of Transport of the New South Wales State Government which consists of needs analysis, planning, procurement, operation and maintenance as well as aset disposal. Analysis was also carried out to identify supporting and inhibiting factors in the asset management process on the Makassar-Parepare railway project. The research results show that the project has the characteristics of the first railway project on Sulawesi Island using a combined financing scheme between the government (APBN/D and SBSN Project) and investment from the private sector (KPBU-AP) which is implemented in a multi-operator manner between providing infrastructure and facilities. The application of ALCM has generally been carried out in the asset management of the Makassar-Parepare railway project, but several aspects such as long-term planning which considers the efficiency and sustainability of infrastructure projects are not yet in accordance with the practices of the New South Wales Government. In addition, this research also identifies supporting and inhibiting factors. from asset management carried out on the Makassar-Parepare Railway project. The supporting factor for the success of asset management in this project is intense coordination between parties and the biggest obstacle is land constraints which cause completion of the operational stage to be delayed. This research highlights the importance of applying ALCM to blended finance projects with the involvement of many stakeholders to provide best asset management practices with limited fiscal financing sources in infrastructure development.
