Abstract

Pandemi Covid-19 yang melanda indonesia menyebabkan beberapa perubahan di sektor pemerintahan yang meliputi pemerintah memberikan penyesuaian tarif Sewa Barang Milik Negara. Pasal 22 PMK Nomor 115/PMK.06/2020 meyatakan bahwa dalam kondisi tertentu, pengelola barang dapat menetapkan besaran faktor penyesuai sewa dengan persentase tertentu berdasarkan permohonan penyewa. Kondisi tertentu dimaksud salah satunya adalah bencana non alam seperti pandemi COVID-19. Penelitian ini bertujuan untuk mengetahui alasan KPKNL Surabaya melakukan kebijakan penyesuaian tarif sewa Barang Milik Negara, bagaimana metode perubahan nilai sewa Barang Milik Negara di KPKNL Surabaya, berapa jumlah tarif sewa BMN sebelum dan sesudah adanya penyesuaian tarif sewa dan bagaimana pengaruh kebijakan penyesuaian nilai sewa Barang Milik Negara terhadap sewa Barang Milik Negara. Metode Penelitian yang digunakan adalah wawancara, studi dokumen, dan studi kepustakaan. Hasil penelitian menunjukan bahwa alasan KPKNL Surabaya melakukan penyesuaian tarif sewa adalah sebagai salah satu upaya pemerintah untuk menanggulangi dampak Covid-19. Pelaksanaan penyesuaian nilai tarif sewa barang di KPKNL Surabaya mulai dari pengajuan permohonan sewa sampai penerbitan persetujuan sewa secara umum sudah sesuai dengan PMK Nomor 115/PMK.06/2020 Tahun 2020 tentang Pemanfaatan Barang Milik Negara dan KMK Nomor 213/KM.6/2021 Tentang Tata Cara Pelaksanaan Pemanfaatan Barang Milik Negara. Besaran sewa pada awalnya V adalah sebesar Rp16.351.964.000 (enam belas miliar tiga ratus lima puluh satu juta sembilan ratus enam puluh empat ribu rupiah) dan disesuaikan menjadi Rp.13.053.438.179 (tiga belas miliar lima puluh tiga juta empat ratus tiga puluh delapan ribu seratus tujuh puluh sembilan rupiah. Hasil penelitian juga menunjukan Kebijakan penyesuaian tarif sewa Barang Milik Negara tidak berpengaruh secara signifikan terhadap sewa Barang Milik Negara secara keseluruhan./ Covid-19 pandemic that hit Indonesia caused several changes in government sector which included providing an adjustment to State Property Rental rate. Article 22 of PMK Number 115/PMK.06/2020 states that under certain conditions, property manager can determine the amount of rental adjustment factor with a certain percentage based on the tenant's request. non-natural disasters such as the COVID-19 pandemic considered one from certain conditions. This study aims to find out reasons for why Surabaya KPKNL carry out a policy about adjusting State Property rental rate, how to change State Property rental value at KPKNL Surabaya, how much BMN rental rate before and after adjustment rental rates and what effect happened from this adjusting State Property rental value against lease State Propertyin general. Research methods used are interviews, document studies, and literature studies. Results showed that Surabaya KPKNL reason to adjust rental rate was as one of government's efforts to overcome Covid-19 impact. Adjusment implementation value about rental rates at Surabaya KPKNL starting from submitting a rental application to issue a rental agreement in general accordance with PMK Number 115/PMK.06/2020 of 2020 about Utilization of State Property and KMK Number 213/KM.6/2021 about Procedure for Implementation of State Property Utilization. Initial rental amount was Rp. 16,351,964,000 (sixteen billion and three hundred fifty-one million and nine hundred sixty-four thousand rupiah) and was adjusted to Rp.13,053,438,179 (thirteen billion and fifty three million and four hundred thirty eight thousand and one hundred seventy-nine rupiah) Results also show that adjusting policy about rental rate for State Property does not significantly affect State Property rent as a whole.
