Abstract

Studi yang dilakukan merupakan tinjauan atas pelaksanaan perbaikan revaluasi BMN berupa tanah pada tahun 2019 oleh KPKNL Yogyakarta. Tujuan dari tinjuan adalah untuk mengetahui alasan dilaksanakannya perbaikan revaluasi, kesesuaiannya dengan kaidah hukum, hasil pelaksanaan, serta masalah-masalah yang menghambat. Tinjauan dilakukan dengan metode studi kepustakaan serta studi lapangan dengan cara wawancara dan observasi. Berdasarkan hasil tinjauan, diperoleh jawaban bahwa perbaikan revaluasi dilaksanakan karena BPK tidak menerima hasil revaluasi BMN pada tahun 2018-2019 dengan temuan-temuan yang dijabarkan pada LHP Nomor 119/LHP/XV/12/2018. Pelaksanaan perbaikan revaluasi oleh KPKNL Yogyakarta atas 1.160 aset BMN berupa tanah telah dilaksanakan sesuai dengan kaidah hukum yang berlaku yakni PMK Nomor 107/PMK.06/2019 dan telah menyelesaikan target perbaikan revaluasi sejumlah 27.854 objek BMN (1.160 BMN berupa tanah) yang tersebar pada 166 satker sehingga mampu meningkatkan nilai wajar BMN dari Rp27.697.782.307.032,00 menjadi Rp89.614.326.627.000,00 atau 223.54%. Permasalahan yang menghambat adalah waktu yang singkat namun jumlah target yang banyak, chemistry tim pelaksana, rendahnya ketertiban inventarisasi BMN oleh satker, objek BMN di lapangan tidak dilakukan pengamanan dan pemeliharaan dengan baik, dan sulitnya menemukan lokasi fisik objek BMN./ The study reviews the implementation of state property revaluation improvements in the form of land in 2019 by the KPKNL Yogyakarta. The purpose of the review is to determine the reasons for the revaluation improvement, its compliance with the rule of law, the results of its implementation, and problems that hinder it. The review was conducted using literature, interview, and observation field studies. Based on the results of the review, an answer was obtained that the revaluation improvement was carried out because the Indonesian Audit Board did not accept the results of the state property revaluation in 2018-2019 with the findings described in LHP Number 119/LHP/XV/12/2018. The implementation of the revaluation improvement by the Yogyakarta KPKNL on 1,160 state property in the form of land has been carried out by applicable legal rules, namely, PMK Number 107/PMK.06/2019, and has completed the revaluation improvement target of 27,854 state property objects (1,160 state property in the form of land) spread over 166 work units to increase the fair value of state property from Rp27,697,782,307,032.00 to Rp89,614,326,627,000.00 or 223.54%. The problems that hinder it are a short time with a large number of targets, the chemistry of the implementing team, the low orderliness of the state property inventory by the work units, and the state property objects in the field are not adequately secured and maintained, and the difficulty of finding the physical location of the state property objects.
