Abstract

Penelitian ini bertujuan untuk melakukan tinjauan pelaksanaan pemanfaatan BMN berupa sewa pada KPKNL Yogyakarta, dengan fokus pada tiga hal, yaitu kesesuaian pelaksanaan pemanfaatan BMN berupa sewa dengan peraturan yang berlaku, kendala dalam pemanfaatan BMN berupa sewa, dan solusi mengatasi permasalahan tersebut. Sebagai metode penelitian, penulis menggunakan metode studi kepustakaan dan studi lapangan. Hasil penelitian menunjukkan tiga poin, yaitu pertama, secara umum pelaksanaan pemanfaatan BMN berupa sewa pada KPKNL Yogyakarta sudah sesuai dengan KMK Nomor 213/KM.6/2021 Tentang Tata Cara Pelaksanaan Pemanfaatan Barang Milik Negara. Kedua, dalam praktik pelaksanaan pemanfaatan BMN berupa sewa pada KPKNL Yogyakarta ditemukan beberapa kendala, yaitu masalah pemeliharaan BMN, hilangnya berkas persetujuan sewa, dan kurangnya SDM penilai. Terakhir, untuk mengatasi kendala yang dihadapi tersebut, KPKNL Yogyakarta dapat menetapkan kebijakan untuk mengantisipasi kejadian yang sama di kemudian hari. / This study aims to review the implementation of BMN utilization in the form of leases at KPKNL Yogyakarta, focusing on three things, namely the suitability of the implementation of BMN utilization in the form of leases with applicable regulations, obstacles in the use of BMN in the form of leases, and solutions toxiii overcome these problems. As a research method, the author uses the method of library research and field studies. The results of the study show three points, namely first, in general, the implementation of the use of BMN in the form of leases at the Yogyakarta KPKNL is following KMK Number 213/KM.6/2021 concerning Procedures for the Implementation of the Utilization of State-Owned Assets. Second, in the practice of implementing the use of BMN in the form of leases at KPKNL Yogyakarta, several obstacles were found, namely the problem of maintaining the BMN, and the loss of the lease approval file, and the lack of human appraisers. Finally, to overcome these obstacles, KPKNL Yogyakarta can establish policies to anticipate similar incidents in the future.
