Abstract

Kebutuhan hidup masyarakat Kota Surabaya yang terus meningkat berbanding terbalik dengan ketersediaan jumlah tanah. Persoalan ini perlu dicermati lebih dalam karena masih banyak ditemukan tanah kosong terbengkalai sehingga tidak menghasilkan manfaat yang maksimal. Tujuan dari karya tulis ini adalah untuk mengoptimalisasikan tanah kosong pada aset eks Badan Penyehatan Perbankan Nasional (BPPN) di Kelurahan Kalijudan IX, Kecamatan Mulyorejo, Kota Surabaya. Untuk mencapai tujuan ini, penulis menggunakan analisis Highest and Best Use (HBU). Objek penelitian akan dilakukan analisis terhadap aspek legal, aspek fisik, aspek keuangan, dan produktivitas maksimumnya. Metode yang digunakan penulis dalam mengumpulkan data adalah studi kepustakaan dan penelitian lapangan yang terdiri dari wawancara dan survei lapangan. Hasil dari penelitian ini adalah alternatif pemanfaatan lahan sebagai kolam pemancingan terpilih sebagai penggunaan tertinggi dan terbaik dengan NPV sebesar Rp2.355.891.815, IRR sebesar 26,71%, dan PP pada 3,53 tahun./ The life needs of the people of Surabaya, which continues to increase, are inversely proportional to the availability of the amount of land. This problem needs to be examined more deeply because there are still many abandoned vacant lands that do not produce maximum benefits. The purpose of this paper is to optimize vacant land on the assets of the former National Bank Restructuring Agency (IBRA) in Kalijudan IX Village, Mulyorejo District, Surabaya City. To achieve this goal, the author uses the Highest and Best Use (HBU) analysis. The object of the research will be an analysis of the legal aspects, physical aspects, financial aspects, and maximum productivity. The method used by the author in collecting data is a literature and field study consisting of interviews and field surveys. The results of this study are alternative land uses as fishing ponds were chosen as the highest and best use with NPV of Rp.2,355,891,815, IRR of 26.71%, and PP at 3.53 years.
