Abstract

Penelitian ini bertujuan untuk memberikan pemahaman dan perbandingan mengenai pengaruh pola mutasi dan gaya kepemimpinan terhadap kinerja pegawai di KPP Pratama Bengkalis. Metode pengumpulan data yang digunakan adalah Metode penelitian lapangan yang dilakukan dengan mengumpulkan data dan informasi yang diperoleh langsung dari responden. Hasil penelitian menunjukkan bahwa masih ditemukan ketidaksesuaian antara aturan yang ada dengan impelementasinya. Mutasi yang terjadi selama ini cenderung berubah-ubah dimana tidak sesuai dengan pola mutasi yang ada. Karena ketidaksesuaian dan banyaknya perubahan yang ada membuat kepuasan kerja pegawai berkurang dan berpengaruh terhadap kinerja para pegawai tersebut. Kemudian Gaya kepemimpinan sedikit banyaknya berpengaruh terhadap semangat dan kinerja pegawai. Namun, positif atau negatif gaya kepemimpinan seseorang tidak dapat dijadikan acuan baik buruknya kinerja pegawai karena pegawai diharuskan dapat menyesuaikan diri dan mengusahakan hasil kinerja yang maksimal walaupun terdapat beberapa tantangan seperti gaya kepemimpinan atasan yang tidak sesuai. Dengan adanya aturan yang jelas, adil, dan transparan terkait mutasi diharapkan dapat meningkatkan semangat kerja pegawai dan akan memengaruhi kinerja pegawai menjadi lebih baik. Selanjutnya, harapan pegawai terhadap gaya kepemimpinan yang ada yaitu diharapkan pemimpin-pemimpin di DJP bisa bekerja lebih baik dan bisa menjadi yang terbaik bagi rekan maupun bagi bawahan langsung demi terjaminnya kualitas pekerjaan yang maksimal. This study aims to provide an understanding and comparison regarding the influence of mutation patterns and leadership styles on employee performance at KPP Pratama Bengkalis. The data collection method used is the field research method which is carried out by collecting data and information obtained directly from the respondents. The results of the research show that there is still a discrepancy between the existing rules and their implementation. Mutations that have occurred so far tend to change where they are not in accordance with the existing pattern of mutations. Because of the incompatibility and the many changes that exist, it reduces employee job satisfaction and affects the performance of these employees. Then the leadership style more or less influences the morale and performance of employees. However, a person's positive or negative leadership style cannot be used as a reference for good or bad employee performance because employees are required to be able to adapt and strive for maximum performance even though there are several challenges such as a superior's leadership style that is not appropriate. With the existence of clear, fair and transparent rules regarding mutations, it is hoped that this will increase employee morale and will affect employee performance for the better. Furthermore, the expectations of employees regarding the existing leadership style are that the leaders at DJP can work better and can be the best for colleagues and for direct subordinates in order to ensure maximum quality of work.
