Abstract

Sertifikasi merupakan suatu proses pemberian sertifikat kepada tenaga pendidik. Program sertifikasi dosen bertujuan untuk menilai profesionalisme dosen, melindungi profesi dosen sebagai agen pembelajaran dalam perguruan tinggi dan meningkatkan hasil pendidikan dalam menentukan kelayakan dosen. Penelitian ini bertujuan untuk menganalisis proses pengalokasian dana tunjangan sertifikasi yang disalurkan dari pemerintah kepada dosen yang berhak menerima program sertifikasi. Data penelitian ini diperoleh melalui studi kepustakaan yang bersumber dari peraturan, jurnal dan buku terkait program sertifikasi. Data tersebut kemudian dianalisis dengan melakukan teknik observasi lapangan dan wawancara. Penelitian ini dilaksanakan di STT Abdi Sabda Medan. Hasil penelitian menunjukkan bahwa proses realisasi dana tunjangan sertifikasi dosen tidak efektif. Pengalokasian dana tunjangan sertifikasi dosen tidak berjalan secara transparan karena terdapat informasi yang tidak tersampaikan kepada dosen terkait jumlah realisasi dana tunjangan yang tidak sesuai dengan jabatan dosen. Sesuai dengan program yang dibuat oleh pemerintah, pihak dosen berhak untuk mendapatkan kepastian informasi terkait realisasi anggaran tahun 2020 dan 2021./ Certification is a process of granting certificates to educators. The lecturer certification program aims to assess the professionalism of lecturers, protect the profession of lecturers as learning agents in universities and improve educational outcomes in determining the eligibility of lecturers. This study aims to analyze the process of allocating certification allowance funds channeled from the government to lecturers who are entitled to receive certification programs. This research data was obtained through the study of literature sourced from regulations, journals and books related to certification programs. The Data were then analyzed by conducting field observation techniques and interviews. This research was conducted at STT Abdi Sabda Medan. The results showed that the process of realization of lecturer certification allowance fund is not effective. The allocation of lecturer certification allowance funds does not run transparently because there is information that is not conveyed to lecturers regarding the amount of realization of allowance funds that is not in accordance with the position of lecturer. In accordance with the program made by the government, lecturers are entitled to obtain certainty information related to the realization of the 2020 and 2021 budgets.
