Abstract

Indonesia merupakan negara besar yang memiliki wilayah serta daerah yang luas. Dengan begitu, pemerintah pusat dituntut untuk bisa mengatur seluruh wilayahnya dengan teratur. Sesuai dengan peraturan yang berlaku, pemerintah telah melakukan upaya berupa otonomi daerah dengan melimpahkan urusan daerah kepada Gubernur, walikota atau bupati. Salah satu pihak yang terkait adalah Bapenda Provinsi yang mengatur dan mengelola pendapatan daerah melalui pajak daerah. Dengan membuat Samsat Induk di tiap kota, Bapenda provinsi dapat memungut pajak daerah khususnya pajak kendaraan bermotor dengan lebih efektif dan efisien. Namun dengan berkembangnya zaman dimana komputerisasi semakin dimajukan, serta kondisi pandemi yang memaksa pembatasan interaksi, pemerintah dan masyarakat dituntut untuk beralih dari metode konvensional ke metode elektronik. Oleh karena itu pemerintah mulai mengembangkan aplikasi E-Samsat sebagai program dari perwujudan E-Government. Untuk mengetahui pemahaman dan keefektifitasan dari aplikasi ini di masyarakat, maka diperlukan analisis keefektifan aplikasi E-Samsat. Dari hasil analisis yang didapat, masyarakat masih mengharapkan adanya sosialisasi serta pengembangan aplikasi agar keefektifan program E-Samsat bisa tercapai./ Indonesia is a large country that has a large area. Thus, the central government is required to be able to regulate the entire territory in an orderly manner. In accordance with applicable regulations, the government has made efforts in the form of regional autonomy by delegating regional affairs to the governor, mayor or regent. One of the parties involved is the Provincial Bapenda which regulates and manages regional revenues through local taxes. By establishing a main Samsat in each city, the provincial Bapenda can collect local taxes, especially vehicle taxes, more effectively and efficiently. However, with the development of the era where computerization is increasingly being advanced, as well as pandemic conditions that force restrictions on interaction, the government and society are required to switch from conventional methods to electronic methods. Therefore, the government began to develop the E-Samsat application as a program for the realization of E-Government. To find out the understanding and effectiveness of this application in the community, it is necessary to analyze the effectiveness of the E-Samsat application. From the analysis results obtained, the community still expects socialization and application development so that the effectiveness of the E-Samsat program can be achieved.
