Abstract

Mutasi menjadi salah satu kebijakan aparatur sipil negara yang kerap kali menjadi momok para pegawai. Pada hakekatnya, mutasi memiliki dampak baik bagi kepentingan pegawai yang bersangkutan maupun bagi organisasi. Bertujuan untuk mengembangkan diri serta meningkatkan efisiensi dan efektivitas kinerja pegawai yang ada di dalam organisasi yang bersangkutan. Budaya organisasi pada KPP seharusnya mendukung dan memotivasi para pegawai baru akibat mutasi yang masih berproses adaptasi. Peneliti memiliki tujuan untuk menjelaskan pola dan persepsi para pegawai terkait mutasi. Serta menjelaskan peran budaya organisasi terhadap mutasi yang dialami para pegawai. Metode yang digunakan dalam penelitian ini yaitu kualitatif dengan teknik wawancara. Hasil yang didapatkan bahwa, pola mutasi pada Kemenkeu terdiri dari dalam unit JPT Madya, antar-unit JPT Madya, dan antar-instansi pemerintah. Serta dapat dilakukan setelah menduduki masa jabatan minimal 2 tahun. Mutasi berdampak positif dan negatif bergantung pada preferensi masing-masing pegawai dalam menyikapinya. Faktor terbesarnya ialah faktor keluarga, lokasi mutasi dan kesadaran diri akan pentingnya mutasi. Budaya organisasi pada KPP mengacu pada nilai-nilai Kementerian Keuangan serta kode etik DJP dalam membangun lingkungan kerja yang positif dan mendukung. Budaya organisasi pada KPP berperan positif dalam hal membantu adaptasi para pegawai baru akibat mutasi. Sehingga dapat mempercepat kinerja para pegawai baru akibat mutasi dan menyatukan tujuan dalam hal menghimpun penerimaan negara./ Mutations are one of the policies of the state civil apparatus that are often the scourge of employees. In essence, the transfer has an impact both for the interests of the employee concerned and for the organization. The aims to develop themselves and improve the efficiency and effectiveness of the performance of employees in the organization concerned. Organizational behavior at KPP should support and motivate new employees due to mutations that are still in the process of adaptation. The aim of the researcher is to explain the patterns and perceptions of employees regarding mutations. As well as explaining the role of organizational behavior on the mutations experienced by employees. The method used in this research is qualitative with interview technique. The results obtained, mutation pattern at the Ministry of Finance consists of within the JPT Madya unit, between JPT Madya units, and between government agencies. And can be done after serving a minimum term of 2 years. Mutations have positive and negative impacts depending on the preferences of each employee in responding to them. The biggest factors are family factors, the location of mutations and self-awareness of the importance of mutations. The organizational behavior of the KPP refers to the values of the Ministry of Finance and the DGT's code of ethics in building a positive and supportive work environment. Organizational behavior at KPP plays a positive role in helping new employees adapt due to mutations. So that it can accelerate the performance of new employees due to mutations and unify goals in terms of collecting state revenues.
