Abstract

Proses pendaftaran NPWP telah mengalami perubahan sistem, kecenderungan masyarakat yang menginginkan kemudahan serta efisiensi dalam melakukan pendaftaran NPWP menjadi salah satu permasalahan yang terjawab dengan perubahan sistem ini. Proses pendaftaran NPWP di KPP Pratama Bantul mengalami perubahan yang semula berbasis offline menjadi online, beragam perubahan tidak mudah untuk dihadapi mulai dari WP hingga petugas seperti adanya perubahan prosedur, kendala yang dihadapi hingga penyelesaiannya. Penelitian ini meninjau bagaimana prosedur pembuatan NPWP di KPP Pratama Bantul, mengetahui kendala apa saja yang dialami WP KPP Pratama Bantul terkait kepemilikan NPWP, serta bagaimana alternatif penyelesaian masalah terkait NPWP yang dialami WP di KPP Pratama Bantul. Metode yang digunakan dalam penelitian ini adalah pengumpulan data secara kualitatif serta penelitian studi kepustakaan. Hasil yang diperoleh dari penelitian ini adalah pelaksanaan proses pendaftaran NPWP via online maupun offline dan keperluan dokumen untuk lampiran pembuatan NPWP di KPP Pratama Bantul telah sesuai dengan PER- 04/PJ/2020. Kendala yang dialami selama proses pendaftaran NPWP di KPP Pratama Bantul antara lain kurangnya pemahaman WP, SDM yang tidak sebanding dengan WP yang terdaftar, dan sistem pendaftaran NPWP via online yang belum mencapai manfaat sebenarnya. Alternatif penyelesaian yang diberikan yakni menginformasikan kepada WP bahwa tutorial pendaftaran NPWP secara online sudah tersedia dalam bentuk video yang diunggah oleh DJP, mengoptimalisasi SDM yang bertugas di bagian pelayanan, dan tetap melayani WP yang kesulitan dan sekiranya meminta pendampingan dalam hal pendaftaran NPWP via online di KPP Pratama Bantul./ The NPWP registration process has undergone a system change, the tendency of people who want convenience and efficiency in registering NPWP is one of the problems answered by this system change. The NPWP registration process at the KPP Pratama Bantul underwent a change from offline to online, various changes were not easy to deal with starting from taxpayers to officers such as changes in procedures, obstacles faced and solutions. This study reviews the procedure for making NPWP at KPP Pratama Bantul, knowing what obstacles are experienced by WP KPP Pratama Bantul related to NPWP ownership, and how to alternatively solve problems related to NPWP experienced by WP at KPP Pratama Bantul. The method used in this research is qualitative data collection and literature study research. The results obtained from this study are the implementation of the NPWP registration process via online and offline and the document requirements for attachments for making NPWP at KPP Pratama Bantul are in accordance with PER-04/PJ/2020. Obstacles experienced during the NPWP registration process at KPP Pratama Bantul include a lack of understanding of taxpayers, human resources that are not comparable to registered taxpayers, and the NPWP online registration system that has not yet achieved its true benefits. The alternative solutions provided are informing taxpayers that the NPWP online registration tutorial is available in the form of videos uploaded by DJP, optimizing the human resources on duty in the service department, and continuing to serve taxpayers who have difficulty and if they ask for assistance in registering a NPWP via online at the KPP Pratama Bantul.
