Abstract

Pemeliharaan bangunan merupakan salah satu bentuk implementasi manajemen properti. Pemeliharaan bangunan diperlukan untuk memperpanjang umur bangunan. Penelitian dilakukan dengan tujuan untuk mengetahui pelaksanaan pemeliharaan bangunan, kesesuaiaan pelaksanaan pemeliharaan bangunan, serta dampak pandemi terhadap pelaksanaan pemeliharaan bangunan pada KPKNL Jember. Metode yang digunakan untuk mengumpulkan data meliputi studi literatur dan studi lapangan. Studi literatur dilakukan dengan mengumpulkan referensi yang relevan dan studi lapangan dilakukan dengan melaksanakan survei langsung serta wawancara. Hasil penelitian menunjukkan bahwa Subbagian Umum selaku pihak yang bertanggung jawab terhadap pemeliharaan bangunan di KPKNL Jember telah melaksanakan pemeliharaan bangunan dengan melibatkan cleaning service dan pihak ketiga. Pemeliharaan bangunan di KPKNL Jember dapat dikategorikan menjadi dua, yaitu pemeliharaan bangunan yang sifatnya rutin serta pemeliharaan bangunan yang sifatnya insidental dan sesuai kebutuhan. Pelaksanaan pemeliharaan bangunan di KPKNL Jember tergolong berjalan sesuai Peraturan Menteri Pekerjaan Umum Nomor 24 Tahun 2008 tentang Pedoman Pemeliharaan dan Perawatan Bangunan Gedung tetapi masih terdapat beberapa komponen bangunan yang belum memiliki jadwal pemeliharaan. Pandemi tidak berdampak signifikan pada pelaksanaan pemeliharaan bangunan. Tidak terdapat perbedaan dari sisi waktu pelaksanaan tetapi terdapat perbedaan dari sisi cara pelaksanaan yang wajib menerapkan protokol kesehatan serta refocusing anggaran yang cukup besar. / Building maintenance is one form of property management implementation. Building maintenance is necessary to extend the life of the building. The research was conducted to know the implementation of building maintenance, the suitability of the implementation of building maintenance, and the impact of the pandemic on the implementation of building maintenance at KPKNL Jember. The methods used to collect data include literature studies and field studies. The literature study was carried out by collecting relevant references and field studies were carried out by conducting direct surveys and interviews. The results showed that the General Subdivision as the party responsible for building maintenance at KPKNL Jember had carried out building maintenance involving cleaning services and third parties. Maintenance of buildings at KPKNL Jember can be categorized into two, routine building maintenance and incidental building maintenance and as needed. The implementation of building maintenance at KPKNL Jember is classified as running according to the Regulation of the Minister of Public Works Number 24 of 2008 concerning Guidelines for Building Maintenance and Maintenance, but there are still several building components that do not have a maintenance schedule. The pandemic did not have a significant impact on the implementation of building maintenance. There is no difference in terms of implementation time, but there are differences in terms of how it is implemented, which requires the implementation of health protocols and a fairly large budget refocusing.
