Abstract
"Setiap daerah mempunyai corak pertumbuhan ekonomi yang berbeda dengan daerah lain. Oleh sebab itu, perencanaan pembangunan ekonomi suatu daerah perlu mengenali karakter ekonomi, sosial dan fisik daerah itu sendiri. Kebijakan ekonomi biasanya dibagi kedalam sektor-sektor ekonomi untuk memudahkan analisis dalam pengambilan kebijakan sesuai sektor unggulan yang merupakan refleksi dari suatu struktur perekonomian sehingga dapat dipandang sebagai karakteristik dari suatu perekonomian. Pandemi memberikan dampak yang berbeda-beda di setiap sektor ekonomi, adanya perbedaan sektor unggulan setiap daerah dapat memberi gambaran secara umum seberapa besar pandemi mempengaruhi perekonomian daerah-daerah dengan bentuk perekonomian tertentu. Metode analisis data menggunakan metode time series dengan periode waktu tahun 2015 hingga 2020. Analisis pergeseran struktur ekonomi daerah dilakukan dengan teknik analisis location quotient dan shift share. Data yang digunakan dalam karya tulis ini adalah berupa data PDRB di tiap-tiap sektor ekonomi di Kabupaten Klaten dan Kota Surakarta. Dari analisis LQ ditemukan tidak ditemukan adanya perubahan sektor ekonomi unggulan di kedua daerah. Hal ini sejalan dengan analisis yang telah dilakukan di wilayah lain. Dalam analisis Shift Share yang dilakukan menunjukkan bahwa pandemi COVID-19 memberikan dampak negatif yang lebih besar ke perekonomian Kota Surakarta dibandingkan Kabupaten Klaten. / Each region has a unique pattern of economic growth that is different from one another. Therefore, recognizing the economic, social and physical characteristics of the region is needed for planning the economic development. Economic policy is usually divided into economic sectors to facilitate analysis in policy making according to the leading sector which is a reflection of an economic structure so that it can be seen as a characteristic of an regional economy. The pandemic has a different impact on each economic sector, the differences in the leading sectors of each region can give a general picture of how much the pandemic affects the economy of regions with certain forms of economy. The data analysis method used in this research is the time series method with the time period from 2015 to 2020. The analysis of the shift in the regional economic structure is carried out using location quotient and shift share analysis techniques. The data used in this paper is in the form of GRDP data in each economic sector in Klaten Regency and Surakarta City. From the LQ analysis, it was found that there was no change in the leading economic sectors in the two regions. This is in line with other research that have been carried out in other region. In the Shift Share analysis conducted, it shows that the COVID-19 pandemic has a greater negative impact on the Surakarta City regional economy than Klaten Regency."
