Abstract
Pembangunan ekonomi suatu daerah selalu berkaitan dengan pertumbuhan ekonominya. Pembangunan ekonomi dapat memacu pertumbuhan ekonomi. Agar pembangunan ekonomi dapat lebih tepat sasaran dan efisien, perlu memperhatikan sektor ekonomi unggulan daerahnya. Hal tersebut perlu dilakukan karena pembangunan ekonomi pada sektor unggulan dapat memberikan multiplier effect pada perekonomian daerah. Penelitian ini bertujuan untuk mengetahui sektor unggulan dan sektor non unggulan Kabupaten Jember pada tahun 2019-2020. Data yang digunakan berdasarkan PDRB Atas Dasar Harga Konstan Kabupaten Jember serta Provinsi Jawa Timur. Terdapat 3 metode analisis yang digunakan yakni berupa Location Quotient (LQ), Shift-Share (SS), serta Overlay. Dimana, analisis Location Quotient digunakan untuk mengetahui sektor basis dan non basis Kabupaten Jember dan analisis Shift-Share untuk membandingkan laju pertumbuhan dan menentukan kinerja tiap sektor pada perekonomian. Sedangkan analisis Overlay digunakan untuk menentukan sektor unggulan. Berdasarkan hasil penelitian, disimpulkan bahwa yang menjadi sektor unggulan Kabupaten Jember yakni sektor Pertanian, Kehutanan, dan Perikanan; Informasi dan Komunikasi; Administrasi Pemerintahan, Pertahanan dan Jaminan Sosial Wajib; Jasa Pendidikan; serta Jasa Kesehatan dan Kegiatan Sosial. / The economic development of a region is always related to its economic growth. Economic development can spur economic growth. In order for economic development to be more targeted and efficient, it is necessary to pay attention to the leading economic sector of the region. This needs to be done because economic development in the leading sector can provide a multiplier effect on the regional economy. This study aims to determine the leading sector and non-leading sector of Jember Regency in 2019-2020. The data used is based on GRDP on the basis of constant prices in Jember Regency and East Java Province. There are 3 analytical methods used, namely Location Quotient (LQ), Shift-Share (SS), and Overlay. Where, Location Quotient analysis is used to determine the base and non-base sectors of Jember Regency and Shift-Share analysis to compare the growth rate and determine the performance of each sector in the economy. While the Overlay analysis is used to determine the leading sector. Based on the results of the study, it was concluded that the leading sectors of Jember Regency were the Agriculture, Forestry, and Fisheries sectors; Information and Communication; Government Administration, Defense and Mandatory Social Security; Education Services; and Health Services and Social Activities.
