Abstract

Penelitian ini dimaksudkan untuk menentukan nilai atas tarif sewa Barang Milik Negara (BMN) berupa tanah koridor pada wilayah kerja KPKNL Medan dengan menggunakan metode Across the Fence (ATF). Banyaknya objek BMN yang tidak digunakan dan tidak dimanfaatkan dalam mendukung penyelenggaraan tugas serta fungsi pemerintahan (BMN Idle) membuat penelitian ini dilakukan dengan alasan meningkatkan Penerimaan Negara Bukan Pajak (PNBP) melalui optimalisasi pemanfaatan BMN. Sebagai objek penilaian khusus, tanah koridor dimanfaatkan untuk meningkatkan sistim utilitas untuk masyarakat salah satunya dimanfaatkan untuk pembangunan jaringan fiber optik bawah tanah. Metode yang digunakan dalam menentukan nilai sewa atas pemanfaatan tanah koridor antara lain menggunakan dua metode yaitu metode perbandingan data pasar dan metode Across the Fence (ATF). Namun dalam melakukan penilaian tanah koridor tersebut, penilai cenderung menggunakan metode Across the Fence (ATF) dengan alasan metode tersebut lebih mudah untuk penerapannya. Hasil dari penelitian ini adalah untuk mengetahui tahapan-tahapan yang dilakukan dalam melakukan penilaian tanah koridor, mengetahui nilai wajar sewa dari tanah koridor yang berlokasi di Ruas Jalan Nasional Kota Medan-Lubuk Pakam, mengetahui perbedaan kesimpulan nilai yang didapatkan dengan menggunakan metode ATF dengan metode perbandingan data pasar, serta mengetahui alasan seorang penilai yang cenderung menggunakan metode ATF dalam melakukan penilaian berupa pemanfaatan tanah koridor. / This study is intended to determine the value of the rental rate for State Property (BMN) in the form of corridor land in the Medan KPKNL working area using the Across the Fence (ATF) method. The number of unused and unused BMN objects in supporting the implementation of government duties and functions (BMN Idle) makes this research carried out on the grounds of increasing Non-Tax State Revenue (PNBP) through optimizing the use of BMN. As an object of special assessment, the corridor land is used to improve the utility system for the community, one of which is used for the construction of an underground fiber optic network. The method used in determining the rental value for the use of corridor land, among others, uses two methods, namely the market data comparison method and the Across the Fence (ATF) method. However, in assessing the corridor land, the appraiser tends to use the Across the Fence (ATF) method on the grounds that this method is easier to implement. The results of this study are to find out the steps involved in assessing the corridor land, to find out the fair value of the lease of the corridor land located on the Medan-Lubuk Pakam National Road Section, to find out the difference in the value conclusions obtained using the ATF method with the comparison method. market data, as well as knowing the reasons for an appraiser who tends to use the ATF method in assessing the use of corridor land.
