Abstract
Penilitian ini dilaksanakan dengan tujuan untuk mengetahui dampak pelayanan Truck Lossing terhadap kenaikan atau penurunan angka Dwelling Time. Adapun metode yang digunakan dalam penelitian ini adalah Pendekatan Kualitatif. Langkah-langkah yang digunakan yaitu analisis dampak dan masalah dengan metode pengambilan data melalui wawancara, observasi dan dokumentasi serta mengambil beberapa sumber dari literatur terdahulu. Data tersebut diambil langsung dari objek penelitian dalam kurun waktu tahun 2020-2021. Secara umum, angka Dwelling Time di pelabuhan meliputi proses preclearance, customs clearance dan post-clearance. Perhitungan angka Dwelling Time dimulai dari suatu peti kemas dibongkar muat dan diangkat dari kapal sampai peti kemas keluar dari Tempat Penimbunan Sementara melalui Gate. Sehubungan dengan hal itu, Truck Lossing dapat mempercepat proses penyelesaian barang di pelabuhan karena barang tersebut tidak perlu ditimbun di Tempat Penimbunan Sementara. Namun, hasil penelitian yang penulis lakukan menunjukkan bahwa Truck Lossing tidak berpengaruh terhadap kenaikan atau penurunan angka Dwelling Time. Hal ini dikarenakan proses penyelesaian barang melalui pelayanan Truck Lossing tidak terinput ke dalam Customs Excise Information System and Automation (CEISA) yang mengakibatkan waktu proses penyelesaian barang melalui pelayanan Truck Lossing tidak terhitung dalam laporan angka Dwelling Time./ This research was conducted in order to find out the impact of Truck Lossing service on the increase or the decrease of number in Dwelling Time. The method used in this research is a Qualitative Approach. The Steps used in this research are analysing the impacts and problems with the data collection methods through interviews, observations and documentation as well as taking several sources from the previous literatures. The data was taken directly from the research object in the period of 2020-2021. In general, Dwelling Time number at ports consists of pre-clearance, custom clearance and postclearance processes. The calculation of the Dwelling Time number starts from a container being unloaded and lifted from the ship until container leaves the Temporary Storage Area through the gate. In this regard, Truck Lossing can complete the process of completing the goods at the port because the goods do not need to be stockpiled in the Temporary Storage Area. However, the results of the research that the author did show that Truck Lossing has no effect on the increase or decrease in the Dwelling Time number. This is due to the fact that the settlement process through the Truck Loss service is not inputted into the CustomsExcise Information System and Automation (CEISA) which results in the completion of the Truck Loss settlement process being uncounted in the residence time report.
