Abstract
Karya tulis tugas akhir (KTTA) ini mengulas terkait Tinjauan Atas Modus Penyelundupan High Valuable Goods Pada Barang Bawaan Penumpang Di Bandara Internasional Soekarno-Hatta. Peninjauan ini bertujuan untuk mengetahui latar belakang dan berbagai modus penyelundupan high valuable goods pada barang bawaan penumpang di Bandara Internasional Soekarno-Hatta, serta Untuk mengetahui peran KPU BC Tipe C Soekarno-Hatta atas masih adanya penyelundupan High Valuable Goods (HVG). Metode penelitian yang digunakan oleh penulis adalah metode kualitatif yang menggunakan teknik pengumpulan data wawancara individual untuk memperdalam data yang telah diperoleh penulis dari Bidang Penindakan dan Penyidikan (P2). Selain itu, Data pada karya tulis ini juga didiskripsikan oleh penulis dalam bentuk kata-kata yang dilengkapi dengan bukti foto pelaksanaan yang telah dilakukan sendiri oleh penulis. Berdasarkan tinjauan atas data dan hasil wawancara yang telah didapatkan oleh penulis berbagai telah ditarik kesimpulan oleh penulis bahwa faktor-faktor yang menjadi latar penyelundupan yaitu: tingginya tarif impor maupun ekspor, kebiasaan buruk masyarakat Indonesia yang international minded, dan jumlah petugas bea dan cukai yang terbatas. Kemudian terkait modus penyelundupan tersebut yang masih terjadi adalah: splitting (splitting orang, splitting pesawat, splitting waktu), false concealment, false compartment, dan body packaging. Selain itu, juga terdapat berbagai upaya yang telah dilakukan oleh KPU BC Tipe C Soekarno-Hatta atas masih terjadinya berbagai modus penyelundupan HVG tersebut, yakni: melakukan press release di setiap hukuman yang dikenakan pada pelaku maupun pada saat penangkapan pelaku, melakukan sosialisasi terkait peraturan-peraturan yang harus dipatuhi penumpang melalui media sosial pada masyarakat luas, melakukan penguatan petugas lapangan (pemantau CCTV dan petugas BDO), memastikan bahwa pelaku penyelundupan dihukum sesuai dengan ketentuan perundang-undangan (kepastian hukum), dan memberikan pelatihan-pelatihan pada petugas x-ray./ This final project paper (KTTA) reviews the review of the Mode of Smuggling High Valuable Goods in Passenger Luggage at Soekarno-Hatta International Airport. This review aims to find out the background and various modes of smuggling precious goods in passenger luggage at Soekarno-Hatta International Airport and the role of KPU BC Type C Soekarno-Hatta on the existence of High Valuable Goods (HVG) smuggling. The research method used by the author is a qualitative method that uses individual interview data collection techniques to deepen the data that the author has obtained from the Field of Enforcement and Investigation (P2). In addition, the author also describes the data in this paper in the form of words equipped with photo evidence of the implementation that the author himself has carried out. Based on a review of the data and interview results that various authors have obtained, it has been concluded by the author that the factors that are the background for smuggling are: high import and export tariffs, bad habits of the Indonesian people who are internationally minded, and a limited number of customs and excise officers. Then related to the smuggling mode that still occurs are splitting (splitting people, splitting planes, splitting time), false concealment, false compartments, and body packaging. In addition, various efforts have been made by the KPU BC Type C Soekarno-Hatta for the occurrence of various modes of HVG smuggling, namely: conducting press releases on every punishment imposed on the perpetrator and at the time of arrest of the perpetrator, socializing related to the regulations that must be obeyed by passengers through social media to the broader community, strengthening field officers (CCTV monitors and BDO officers), ensuring that smuggling perpetrators are punished by statutory provisions (legal certainty), and providing training to x-ray officers.
