Abstract
Indonesia National Single Window (INSW) adalah Integrasi system secara nasional yang memungkinkan dilakukan suatu penyampaian data dan informasi tunggal, menyampaikan data dan informasi tunggal dan sinkron, dan pemberian keputusan secara tunggal untuk mempersembahkan izin kepabeanan dan pengeluaran barang. INSW memiliki beberapa komponen tugas, salah satunya National Logistic Ecosystem. National Logistic Ecosystem adalah program pemerintah untuk menyatukan seluruh pihak yang terlibat dalam proses logistik secara nasional. NLE dalam kerangka Joint Inspection Bea Cukai dan Karantina sangat diperlukan untuk mengatasi duplikasi dan repetisi dalam hal pemeriksaan barang impor. mekanisme Penerapan pemeriksaan bersama oleh Bea Cukai dan Karantina, manfaat terhadap penghematan waktu dan biaya, dan kendala yang dihadapi oleh setiap entitas di pelabuhan Belawan menjadi pokok pembahasan penulisan. Hasil dari pelaksanaan NLE dalam kerangka Joint Inspection Bea Cukai dan Karantina di Pelabuhan Belawan menunjukan penurunan biaya handling kontainer dan juga penghematan waktu dwelling time hingga 2 hari. kendala dalam sistem dan ketersediaan tempat pemeriksaan barang di lini 1 (container yard) menjadi masalah dalam penerapan Joint Inspection di Pelabuhan Belawan. Pembahasan dan solusi yang telah dituliskan dalam karya tulis ini merupakan hasil observasi dan diskusi penulis dengan pihak terkait yang disertakan dengan bukti yang cukup./ Indonesia National Single Window (INSW) is a national system integration that allows a single data and information delivery, conveying, and decision making to present customs permits and goods release. INSW has several task components, including the National Logistics Ecosystem. The National Logistic Ecosystem is a government program to unite all parties involved in the national logistics process. NLE within the Joint Inspection of Customs and Quarantine framework is necessary to overcome duplication and repetition in the inspection of imported goods. The mechanism for implementing joint inspections by Customs and Quarantine, the benefits of saving time and costs, and the obstacles faced by each entity at the Belawan port are the main topics of discussion. The results of the implementation of NLE within the Joint Inspection of Customs and Quarantine framework at the Port of Belawan show a reduction in container handling costs and also save dwelling time of up to 2 days. On the other hand, constraints in the system and the availability of goods inspection sites on line 1 (container yard) are problems implementing Joint Inspection at Belawan Port. The discussions and solutions in this paper are the results of the author's observations and conversations with related parties, accompanied by sufficient evidence.
