Abstract

Penelitian ini menjelaskan tentang analisis terhadap pengawasan terhadap barang larangan dan pembatasan komoditas alat kesehatan impor pada saat sebelum dan sesudah penerapan Post Border khususnya pada Kantor Pelayanan Utama Bea dan Cukai Tipe C Soekarno-Hatta (KPUBC Tipe C Soekarno-Hatta). Berdasarkan Paket Kebijakan XV tentang penyederhanaan tata niaga ekspor dan impor, paket kebijakan ini berguna untuk mempermudah dan mempercepat arus barang keluar dari Kawasan Pabean. Salah satu strateginya yaitu pergeseran pengawasan pada tata niaga Border yaitu dalam Kawasan Pabean ke Post Border yaitu luar Kawasan Pabean. Melalui pengawasan Post Border ini petugas beacukai tidak lagi melakukan pengawasan penuh terhadap barang larangan dan pembatasan komoditas alat kesehatan, melainkan pengawasan dilakukan oleh Kementerian Kesehatan secara langsung. Perbedaan konsep ini menimbulkan beberapa perbedaan dalam segi pengawasan dan waktu pengeluaran barang atau dwelling time, dan efektifitas nya dalam kegiatan tata niaga. Metode yang digunakan dalam penelitian ini adalah menggunakan data sekunder dari KPUBC Tipe C Soekarno-Hatta, observasi dan wawancara lalu membandingkan pengawasan dan dwelling time pada saat sebelum dan sesudah penerapan Post Border. Hasil penelitian menunjukan adanya perbedaan yang signifikan pada dwelling time saat sebelum dan sesudah Post Border diterapkan, dan hasil penelitian pada pengawasan menunjukan sisi positif yaitu denga adanya kebijakan Post Border dapat mempermudah petugas Bea Cukai dalam menjalankan pekerjaannya serta mendorong industry dalam negeri berkembang karena cepatnya waktu pembongkaran barang. Hasil penelitian ini juga menemukan sisi negatif yaitu dengan adanya kecurangan yang dilakukan importir dengan alih Post Border./ This study describes the analysis of the supervision of prohibited goods and restrictions on imported medical equipment commodities before and after the implementation of the Post Border, especially at the Soekarno-Hatta Type C Customs and Excise Main Service Office (KPUBC Type C Soekarno-Hatta). Based on Policy Package XV on the simplification of the export and import trade system, this policy package is useful for facilitating and accelerating the flow of goods out of the Customs Area. One of the strategies is a shift in supervision of the Border trade system, namely within the Customs Area to the Post Border, which is outside the Customs Area. Through this Post Border supervision, customs officers no longer carry out full supervision of prohibited goods and restrictions on medical device commodities, but direct supervision is carried out by the Ministry of Health. This difference in concept raises several differences in terms of supervision and time for releasing goods or dwelling time, and their effectiveness in trading system activities. The method used in this research is to use secondary data from KPUBC Type C Soekarno-Hatta, observations and interviews and then compare supervision and dwelling time before and after the implementation of the Post Border. The results show that there is a significant difference in dwelling time before and after the Post Border is applied, and the results of research on supervision show a positive side, namely the existence of a Post Border policy that can make it easier for Customs and Excise officers to carry out their work and encourage domestic industry to develop because of the fast unloading time. goods. The results of this study also found a negative side, namely the existence of fraud committed by importers by transferring the Post Border.
