Abstract
Proyek infrastruktur jalan tol Balikpapan-Samarinda merupakan salah satu Proyek Strategis Nasional (PSN) yang ditetapkan pemerintah untuk menunjang keberlangsungan konektivitas logistik dan industri di Kalimantan Timur yang diresmikan dan mulai beroperasi pada Desember 2019. Pandemi Covid-19 yang melanda Indonesia berdampak buruk tidak hanya pada sektor kesehatan, namun juga sektor pembangunan ekonomi. Proyek tol Balikpapan-Samarinda dinilai dapat memberikan manfaat perekonomian di Kalimantan Timur melalui kemudahan aksesbilitas bidang logistik dan industri yang menghubungkan Kota Balikpapan selaku titik pusat perekonomian d dan Kota Samarinda selaku Ibukota Provinsi. Proyek ini terpenuhi kelayakan ekonominya, namun tidak secara finansial. Oleh sebab itu, pemerintah menggunakan skema KPBU untuk pendanaan proyek jalan tol ini. Penelitian ini bertujuan untuk: 1). Mengetahui bagaimana pengelolaan dana KPBU pada proyek tol Balikpapan-Samarinda sektor II-IV, 2). Mengetahui pengaruh Jalan Tol Balikpapan-Samarinda secara ekonomi di wilayah Kalimantan Timur pada tahun 2020, 3). Mengetahui efektifitas pembangunan Jalan Tol Balikpapan- Samarinda terhadap perekonomian di Kalimantan Timur di Tahun 2020. Pendekatan masalah dilaksanakan dengan mendeskripsikan dan menggambarkan hasil penelitian melalului studi kepustakaan. Dari hasil penelitian ini disimpulkan bahwa: 1). pengelolaan dana KPBU pada Proyek Tol Balikpapan-Samarinda Sektor II-IV telah dilaksanakan sesuai dengan Permen PPN/Bappenas 4/2015 tentang Tata Cara Pelaksanaan KPBU dalam penyediaan Infrastruktur, 2). Proyek Tol Balikpapan-Samarinda Sektor II-IV belum dapat memberikan pengaruh yang cukup signifikan terhadap pertumbuhan ekonomi di Kalimantan Timur pada Tahun 2020, 3). Jalan Tol Balikpapan-Samarinda Sektor II-IV belum efektif terhadap perekonomian Kalimantan Timur di Tahun 2020./ The infrastructure project of Balikpapan-Samarinda toll road is one of Proyek Strategus Nasional (PSN), set by the government to support the sustainability of logistics and industrial connectivity in East Borneo which was inaugurated and started operating in December 2019. The Covid-19 pandemic that hit Indonesia has given bad impact not only on the health sector, but also the economic development. The Balikpapan-Samarinda toll project is considered to be able to provide economic benefits in East Borneo through the ease of accessibility in the logistics and industry sectors that connects Balikpapan as the economic center point and Samarinda as the provincial capital. This project met its economic viability, but not financially. Therefore, the government uses the Public-Private (PPP) scheme to finance this project. This study aims to: 1). Knowing how to manage PPP funds in Balikpapan-Samarinda toll road project sector II-IV, 2). Knowing the economic impact of Balikpapan-Samarinda Toll Road in the East Borneo in 2020, 3). Knowing the construction effectiveness of Balikpapan-Samarinda Toll Road on the economy in East Borneo in 2020. The problem approach is carried out by describing and illustrating the results of research through literature study. From the study can be concluded that: 1). PPP fund management in Balikpapan-Samarinda Toll Road sector II-IV has been carried out in accordance with the Ministerial Regulation of PPN/Bappenas 4/2015 about Procedures of PPP Implementation in Infrastructure Provision, 2). Balikpapan-Samarinda Sector II-IV Toll Road has not been able to have significant impact on economic growth in East Kalimantan in 2020, 3). Balikpapan-Samarinda Toll Road Sector II-IV has not been effective on the East Borneo economy in 2020.
