Abstract

Reformasi sistem pengelolaan keuangan negara diupayakan untuk terus berkembang dan mampu mengikuti perkembangan era industri 4.0. Dalam rangka memperkuat keamanan dan kredibilitas data, pemerintah mulai menerapkan SAKTI yang mendukung implementasi SPAN di seluruh unit kerja untuk menyempurnakan aplikasi yang sudah ada sebelumnya. Salah satu pengguna SAKTI, Bendahara Pengeluaran, fokus pada Modul Bendahara SAKTI dalam menatausahakan dan menyusun LPJ Bendahara Pengeluaran. Penelitian ini bertujuan untuk mengetahui: (1) penatausahaan Bendahara Pengeluaran dengan menggunakan Modul Bendahara SAKTI; (2) proses penyusunan LPJ Bendahara Pengeluaran; (3) kendala yang dihadapi Kanwil DJPb Riau dalam membuat LPJ Bendahara Pengeluaran. Penelitian ini dilakukan di salah satu unit kerja yang telah menerapkan SAKTI dalam pembuatan Pengeluaran Bendahara LPJ, Kanwil DJPb Riau. Penyusunan LPJ Bendahara Pengeluaran difokuskan pada bulan November dengan menggunakan metode kualitatif yang disebut studi literatur dan studi lapangan yang bersumber dari data primer dan data sekunder. Melalui penelitian diketahui bahwa semua menu pada Modul Bendahara SAKTI yang digunakan oleh Bendahara Pengeluaran terpantau aman dan tidak ada masalah yang fatal. Terdapat beberapa permasalahan non teknis seperti gangguan jaringan atau kesalahan dalam penggunaan SAKTI namun tidak berdampak kendala yang besar, sehingga penyusunan LPJ Bendahara Pengeluaran melalui Modul Bendahara SAKTI dinilai efektif dan berjalan lancar./ The reform of the state financial management system is strived to continually develop and be able to follow the development of the industrial era 4.0. In order to strengthen the security and credibility of data, the government began to implement the SAKTI which supports the implementation of SPAN in all work units to refine of previous existing applications. One of SAKTI's users, Expenditure Treasurer, focuses on the SAKTI Treasurer Module in administering and compiling the Expenditure Treasurer LPJ. This study aims to determine: (1) the administration of the Expenditure Treasurer using the SAKTI Treasurer Module; (2) the process of preparing the LPJ for the Expenditure Treasurer; (3) the problems faced by the Kanwil DJPb Riau in making the Expenditure Treasurer LPJ. This research was conducted in one of the work units that have implemented the SAKTI in making the Expenditure Treasurer LPJ, Kanwil DJPb Riau. The preparation of LPJ Treasurer of Expenditures focused on November using qualitative methods called literature studies and field studies derived from primary data and secondary data. Through the research, it was found that all menus in the SAKTI Treasurer Module used by the Expenditure Treasurer were monitored to be safe and there were no fatal problems. There are several non-technical problems such as network disturbances or errors in using SAKTI but they did not impact a major obstacle, so the preparation of the Expenditure Treasurer LPJ through the SAKTI Treasurer Module was considered effective and running smoothly.
