Abstract
Badan Layanan Umum menjadi salah satu bentuk realisasi pemerintah dalam mewujudkan penyelenggaraan pelayanan kepada masyarakat yang bertujuan untuk meningkatkan mutu pelayanan tanpa mengutamakan pencarian keuntungan. Balai Besar Laboratorium Kesehatan (BBLK) Palembang ditetapkan sebagai Instansi Pemerintah di lingkungan Departemen Kesehatan yang menerapkan Pola Pengelolaan Keuangan Badan Layanan Umum secara penuh. BBLK Palembang ditetapkan sebagai laboratorium pemeriksa COVID-19 di wilayah Sumatera Selatan yang memiliki fungsi surveilans serta memenuhi standar Biosafety Level 2 (BSL-2) dan memiliki alat pemeriksaan Real Time Polymerase Chain Reaction (PCR). Sebagai institusi penyelenggara layanan publik yang semi otonom, BBLK Palembang menetapkan tarif layanan atas jasa layanan yang terdiri atas bidang Layanan Laboratorium Klinik dan Uji Kesehatan, dan Layanan Laboratorium Kesehatan Masyarakat sebagai salah satu sumber pendapatan. Penelitian ini bertujuan untuk mengetahui tinjauan atas pendapatan jasa layanan BBLK Palembang sebelum dan selama pandemi COVID-19. Metode pengumpulan data berasal dari data primer yang mengunakan metode wawancara dan observasi serta data sekunder yang berasal dari bahan pustaka, buku, penelitian terdahulu, dan literatur. Berdasarkan hasil pengolahan data dapat disimpulkan bahwa terjadi peningkatan pendapatan jasa layanan umum dan Layanan Laboratorium Klinik dan Uji Kesehatan, serta pemenuhan target pengguna jasa Layanan Laboratorium Klinik dan Uji Kesehatan pada tahun 2021 dibandingkan dengan tahun 2020. Selain itu, terjadi juga peningkatan pendapatan jasa layanan BBLK Palembang pada saat pandemi COVID-19 dibandingkan dengan sebelum pandemi COVID-19./ The Public Service Agency is one form of government realization in realizing the implementation of services to the community which aims to improve service quality without prioritizing profit-seeking. Balai Besar Laboratorium Kesehatan (BBLK) Palembang is designated as a Government Agency within the Ministry of Health that fully implements the Public Service Agency Financial Management Pattern. BBLK Palembang is designated as a COVID-19 examination laboratory in the South Sumatra region that has a surveillance function and meets the Biosafety Level 2 (BSL-2) standard and has a Real-Time Polymerase Chain Reaction (PCR) inspection tool. As a semi-autonomous public service provider institution, BBLK Palembang sets service rates for services consisting of Clinical Laboratory Services and Health Tests, and Public Health Laboratory Services as a source of income. This study aims to find out an overview of the service income of Palembang BBLK services before and during the COVID-19 pandemic. The data collection method comes from primary data using interview and observation methods as well as secondary data derived from library materials, books, previous research, and literature. Based on the results of data processing, it can be concluded that there is an increase in revenue from general services and Clinical Laboratory Services and Medical Tests, as well as the fulfillment of the target for users of Clinical Laboratory Services and Medical Tests in 2021 compared to 2020. In addition, there is also an increase in income from BBLK Palembang services during the COVID-19 pandemic compared to before the COVID-19 pandemic.
