Abstract

Karya tulis ini bertujuan untuk mengetahui efektivitas penyaluran dana BOS menggunakan mekanisme baru melalui KPPN Surabaya II dengan tiga tahapan penyaluran. Karya tulis ini menggunakan metode pengumpulan data yaitu wawancara, studi kepustakaan, dan studi lapangan untuk mengukur kesesuaian penyaluran berdasarkan Peraturan Menteri Keuangan Nomor 119/PMK.07/2021. Narasumber karya tulis ini adalah praktisi dari KPPN Surabaya II dan Kemendikbud. Tinjauan penulisan dilakukan dengan melihat aspek implementasi pelaksanaan penyaluran dana BOS, kesesuaian pelaksanaan penyaluran dengan peraturan yang baru, realisasi penyaluran dana BOS, dan kendala yang dihadapi pada saat melakukan penyaluran dana BOS. Menurut Peraturan Menteri Keuangan Nomor 119/PMK.07/2021 bahwa penyaluran dana BOS dilakukan secara langsung ke rekening sekolah melalui KPPN bekerja sama dengan Kementerian Pendidikan dan Kebudayaan (Kemendikbud) untuk mengatasi masalah keterlambatan penyaluran yang sering dirasakan oleh sekolah, keterlambatan tersebut dapat menyebabkan terhambatnya proses belajar mengajar pada siswa. Dari karya tulis ini diperoleh hasil yang menunjukkan bahwa realisasi penyaluran dana BOS setelah adanya mekanisme yang baru adalah cukup efektif./ This paper aims to determine the effectiveness of BOS funds using a new mechanism through the Surabaya II KPPN with three distribution stages. This paper uses data collection methods, namely interviews, literature studies, and field studies to measure the suitability of distribution based on the Regulation of the Minister of Finance Number 119/PMK.07/2021. The resource persons for this paper are practitioners from KPPN Surabaya II and the Ministry of Education and Culture. The writing review is carried out by looking at the implementation aspects of the distribution of BOS funds, the suitability of the implementation of the distribution with the new regulations, the realization of the distribution of BOS funds, and the obstacles faced when distributing BOS funds. According to the Minister of Finance Regulation Number 119/PMK.07/2021 that the distribution of BOS funds is carried out directly to school accounts through the KPPN in collaboration with the Ministry of Education and Culture (Kemendikbud) to overcome the problem of delays in distribution that is often felt by schools, this delay can cause delays teaching and learning process to students. From this paper, the results show that the realization of the distribution of BOS funds after the new mechanism is implemented is quite effective.
