Abstract

Pengelolaan kas adalah memiliki uang yang cukup pada tempat dan waktu yang tepat untuk membayar kewajiban-kewajiban pemerintah dengan cara yang paling efektif. Namun terdapat fenomena pengelolaan kas daerah yang kurang optimal karena terdapat kas yang menganggur. Penelitian ini bertujuan untuk mengetahui implementasi pengelolaan kas pada Pemerintah Kabupaten Karo, jumlah kas yang optimal dan kendala dalam pengelolaan kas. Penelitian dilakukan dengan menggunakan model Miller-Orr dan studi lapangan dengan metode dokumentasi dan wawancara. Model Miller-Orr membantu pengelola keuangan untuk menentukan batas bawah, batas atas dan saldo kas optimal. Data yang digunakan adalah laporan keuangan Pemerintah Kabupaten Karo tahun 2018-2020. Partisipan wawancara adalah Kuasa BUD dan pegawai di kantor BPKPAD Kabupaten Karo sebagai Bendahara Umum Daerah untuk mendapatkan informasi yang akurat mengenai pengelolaan kas yang diterapkan pada Pemerintah Kabupaten Karo. Penelitian ini mengungkapkan bahwa implementasi pengelolaan kas Pemerintah Kabupaten sesuai dengan undang-undang yang berlaku dan jumlah saldo kas belum sepenuhnya optimal karena jumlah kas riil pada neraca dengan jumlah kas optimal menurut model Miller-Orr memiliki selisih yang besar./ Cash management is having enough money at the right place and time to pay government obligations in the most effective way. However, there is a phenomenon of suboptimal regional cash management because there is idle cash. This study aims to determine the implementation of cash management in the Karo Regency Government, the optimal cash balance and constraints in cash management. The optimal cash balance was analyzed using the Miller and Orr model and with documentation and interview methods. Miller-Orr model helps financial managers to determine the lower limit, upper limit and optimal cash balance. The data used is the financial statements of the Karo Regency Government for 2018-2020. The interview participants were Kuasa BUD and employees at the BPKPAD office in Karo Regency as the Regional General Treasurer to obtain accurate information about cash management applied to the Karo Regency Government. The results show that the implementation of the District Government's cash management in accordance with applicable laws and the amount of cash balance has not been fully optimal because the amount of real cash on the balance sheet with the optimal cash balance according to the Miller-Orr model has a large gap.
