Abstract
Penelitian ini bertujuan untuk menganalisis implementasi prinsip efektif dan efisien pada pengadaan mobil dinas yang dilakukan dengan tender cepat di Kanwil DJPb Sumatera Utara. Penelitian ini merupakan penelitian kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi yang dilakukan di Kanwil DJPb Sumatera Utara. Penelitian ini menggunakan variabel efisien yang meliputi urgensi pengadaan, kewajaran harga, panjang umur ekonomis, ketepatan penggunaan hasil pengadaan, dan variabel efektif yang meliputi tingkat kualitas hasil, ketepatan kuantitas, serta ketepatan waktu penyerahan pengadaan. Variabel - variabel tersebut digunakan sebagai indikator keberhasilan implementasi prinsip efektif dan efisien pada pengadaan mobil dinas di Kanwil DJPb Sumatera Utara. Hasil penelitian menunjukkan bahwa Kanwil DJPb Sumatera Utara telah mengimplementasikan prinsip efektif dan efisien dalam pengadaan mobil dinas sejak awal akan diadakan hingga masa pemanfaatannya. Meskipun terdapat kendala dalam implementasinya, Kanwil DJPb telah menemukan solusi sehingga tidak menghambat aktivitas dalam waktu yang lama. Penelitian ini dapat menjadi referensi tambahan bagi pemerintah dalam mengatur dan mengelola kebijakan publik khususnya terkait pengadaan mobil dinas./ This study aims to analyze the implementation of effectiveness and efficiency in the procurement of official car, which is held by fast tender in the Regional Office of DJPb North Sumatra. This research is qualitative research with data collection by interview, observation, and documentation at the Regional Office of DJPb North Sumatra. This study uses efficient variables, which include procurement urgency, price fairness, economic longevity, and accuracy of use; and effective variables, which include the level of quality of results, accuracy of quantity, and timeliness of procurement delivery. These variables are used as indicators of the successful implementation of effectiveness and efficiency in this procurement. The result showed that the Regional Office of DJPb North Sumatra has implemented effectiveness and efficiency in the procurement of official car from the beginning until the period of its use. Although there is an obstacle to its implementation, the Regional Office of DJPb North Sumatra has found a solution so it doesn't spend time for a long time. This research can be an additional reference for the government in regulating and managing public policies, especially those related to the procurement of official car.
