Abstract
Dalam rangka untuk memenuhi kebutuhan operasional pemerintah dalam melaksanakan tugas dan fungsinya, terutama dalam memberikan layanan kepada masyarakat, maka diperlukan pengadaan barang/jasa. Sejalan dengan hal tersebut, Poltekkes Kemenkes Palembang melakukan pengadaan jasa konstruksi berupa pembangunan fisik tahap 1 gedung layanan pendidikan (jurusan farmasi) pada tahun 2021, guna untuk meningkatkan kualitas layanan pendidikan di bidang kesehatan karena gedung perkuliahan jurusan farmasi sudah tua dan kurang layak pakai. Pengadaan jasa konstruksi tersebut dilakukan melalui penyedia dan pemilihan penyedianya dilakukan melalui metode tender. Pengadaan tersebut harus dilaksanakan dengan berdasarkan ketentuan pengadaan barang/jasa yang berlaku. Penelitian ini bertujuan untuk: 1) Mengetahui kesesuaian pengadaan tersebut dengan ketentuan pengadaan barang/jasa ; 2) mengetahui kendala yang dihadapi selama proses pengadaan tersebut beserta dengan solusinya. Metode penelitian yang digunakan adalah metode kualitatif yaitu dengan metode studi kepustakaan dan metode studi lapangan melalui observasi dan wawancara. Dari penelitian ini, dapat disimpulkan bahwa: 1) pengadaan tersebut telah dengan baik dan sesuai dengan ketentuan pengadaan yang berlaku; 2) kendala yang dihadapi dalam pengadaan ini yaitu beberapa kendala pada saat pelaksanaan konstruksi di lapangan dan kendala biaya./ In order to meet the operational needs of the government in carrying out its duties and functions, especially in providing services to the community, it is necessary to procure goods/services. In line with this, Ministry of Health Polytechnic Palembang procured construction services in the form of the physical construction of phase 1 of the education service building (department of pharmacy) in 2021. This was done in order to improve the quality of education services in the health sector because the lecture building majoring in pharmacy was old and inadequate to use. The procurement of construction services is carried out through providers and the selection of providers is carried out through the tender method. The procurement must be carried out in accordance with the provisions of the applicable procurement of goods/services. This study aims to: 1) determine the suitability of the procurement with the provisions of the procurement of goods/services; 2) know the obstacles faced during the procurement process along with their solutions. The research method used is a qualitative method, which are the literature study method and the field study method through observation and interviews. From this research, it can be concluded that: 1) the procurement has been well and in accordance with the applicable procurement provisions; 2) the obstacles faced in this procurement are several obstacles during the implementation of construction in the field and cost constraints.
