Abstract

Penelitian ini berfungsi untuk mengetahui efektifitas implementasi penggunaan Kartu Kredit Pemerintah (KKP), proporsi penggunaan KKP, permasalahan satker dalam mengimplementasikan KKP, dan hubungan antara realisasi penggunaan KKP dengan IKPA Pengelolaan UP & TUP di wilayah pembayaran KPPN Pati. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan menggunakan statistik inferensial dan statistik deskriptif. Hasil dari penelitian ini mengungkapkan penggunaan UP KKP di wilayah bayar KPPN Pati belum efektif karena realisasi proporsi penggunaan KKP satker belum mencapai 40% dari keseluruhan UP. Terdapat beberapa permasalahan yang dialami satker dalam mengimplementasikan KKP. Permasalahan yang dialami antara lain rekanan satuan kerja belum memiliki Electronic Data Capture (EDC), satuan kerja belum paham terkait KKP, kurangnya motivasi satker dalam menggunakan KKP, dan Penerbitan KKP oleh bank tertunda. Terdapat 3 permasalahan yang dialami satker dalam merealisasikan proporsi penggunaan UP KKP. Permasalahan yang terjadi yaitu rekanan satuan kerja belum memiliki Electronic Data Capture (EDC), terbatasnya transaksi yang dapat dibayar menggunakan kartu kredit, dan kebutuhan barang/jasa satker yang mendesak./ This study serves to determine the effectiveness of the implementation Government Credit Cards (KKP), proportion of use KKP, satker’s problem in implementing the KKP, and the relationship between the realization of the use of KKP and IKPA Management of UP & TUP in the Pati KPPN payment area. The method used in this study is a qualitative method using inferential statistics and descriptive statistics. The results of this study reveal that the use of UP KKP in the Pati KPPN paying area has not been effective because the realization of the proportion of the use of KKP working units has not yet reached 40% of the total UP.There are several problems experienced by the satker in implementing the KKP. Problems experienced include work unit partners who do not have Electronic Data Capture (EDC), work units do not understand KKP, lack of motivation for working units to use KKP, and delayed issuance of KKP by banks. There are 3 problems experienced by the satker in realizing the proportion of the use UP KKP. The problems that occur are that the work unit partners do not yet have Electronic Data Capture (EDC), limited transactions that can be paid using credit cards, and the urgent need for goods/services from the satker.
