Abstract

Penelitian ini meninjau penggunaan dana insentif daerah (DID) dengan pertimbangan utama bahwa pemberian DID berdampak terhadap kinerja pemerintah daerah (pemda). Ruang lingkup penelitian ini mencakup implementasi penggunaan dana insentif daerah pada Dinas Pendidikan Kabupaten Tapanuli Selatan pada tahun 2019 hingga 2021. Penelitian ini bertujuan untuk mengetahui profil program Dinas Pendidikan Kabupaten Tapanuli Selatan yang didanai dari DID ditinjau dari pendekatan logic model serta kendala dalam penggunaannya. Penelitian ini menggunakan metode penelitian kualitatif dengan menelaah data dan informasi dari berbagai sumber kepustakaan yang relevan khususnya Peraturan Menteri Keuangan (PMK) Nomor 160/PMK.07/2021 serta melakukan wawancara kepada narasumber yang terkait dengan penggunaan dana insentif daerah. Penelitian ini menggunakan alat analisis logic model yang menggambarkan profil program dari input, proses, output, dan outcome. Hasil dari penelitian ini menunjukkan bahwa penggunaan DID pada tahun 2019-2021 digunakan untuk PAUD dan SD. Penggunaan DID ditujukan untuk program-program yang dapat meningkatkan nilai APM/APK PAUD dan SD dan beberapa outcome lainnya. Disamping itu, Penggunaan DID dihadapkan dengan kendala pada tahap perencanaan dan pelaksanaan DID. Secara keseluruhan penggunaan DID sudah sesuai dengan PMK Nomor 160/PMK.07/2021./ This study reviews the use of regional incentive funds (DID) with the main consideration that the provision of DID has an impact on the performance of local governments (pemda). The scope of this research includes the implementation of the use of regional incentive funds at the South Tapanuli Regency Education Office in 2019 to 2021. This study aims to determine the profile of the South Tapanuli Regency Education Office program funded from DID in terms of the logic model approach and the constraints in its use. This study uses qualitative research methods by examining data and information from various relevant literature sources, especially the Minister of Finance Regulation (PMK) Number 160/PMK.07/2021 and conducting interviews with resource persons related to the use of regional incentive funds. This study uses a logic model analysis tool that describes the program profile from input, process, output, and outcome. The results of this study indicate that the use of DID in 2019-2021 is used for PAUD and SD. The use of DID is intended for programs that can increase the APM/APK value of PAUD and SD and several other outcomes. In addition, the use of DID is faced with obstacles at the planning and implementation stages of DID. Overall the use of DID is in accordance with PMK Number 160/PMK.07/2021
