Abstract

Sumber daya alam dapat menjadi tulang punggung perekonomian suatu daerah. Di Kalimantan Selatan, pertambangan batu bara telah menjadi sektor utama selama bertahun-tahun, akan tetapi sektor ini tidak dapat bertahan selamanya. Penelitian ini bertujuan untuk menganalisis sektor unggulan dan prospektif lain yang dimiliki daerah-daerah pada Provinsi Kalimantan Selatan. Dengan mempertimbangkan sektor-sektor prospektif tersebut, penelitian ini juga akan melihat bagaimana setiap pemerintah daerah menggunakan uangnya, yaitu dari PAD dan dana perimbangan (DBH, DAU, dan DAK) untuk mendorong pertumbuhan di daerahnya. Dengan menggunakan data sampel dari Balangan, Tabalong, Tanah Bumbu, Tanah Laut, dan Banjarmasin dari 2010 – 2021, metodologi yang digunakan untuk menganalisis sektor unggulan adalah LQ dan DLQ, sementara efek dari pendapatan daerah terhadap PDRB dianalisis menggunakan metode regresi panel model fixed effect. Hasil penelitian menunjukkan bahwa secara keseluruhan sektor unggulan dan prospektif masih didominasi oleh kelompok sektor primer, sedangkan kelompok sekunder dan tersier cenderung masih tertinggal. Sementara itu, PAD, DBH, DAU, dan DAK secara simultan menunjukkan pengaruh yang positif dan signifikan terhadap PDRB, dengan kemampuan menjelaskan sebesar 97,5%. Namun sayangnya, kekuatan tersebut masih belum dapat dimanfaatkan secara maksimal untuk mengembangkan sektor unggulan dan prospektif di luar sektor pertambangan batu bara./ Natural resource could be the backbone of a region’s economy. In South Borneo, coal mine has been the leading sector for years, but it will not last forever. This study aims to analyze other leading and prospective sector regencies/cities on South Borneo has to offer. With the prospective sectors in mind, this study will also look into how the government of each regencies/cities use their money, namely from PAD and fiscal balance transfers (DBH, DAU, and DAK), to help the growth in their region. Using the sample data from Balangan, Tabalong, Tanah Bumbu, Tanah Laut and Banjarmasin from 2010 – 2021, the methodology used for analyzing leading sectors are LQ and DLQ, while the effect of regional revenue to GRDP is analyzed using fixed effect model of panel regression. The results show that, overall, the leading and prospective sectors are still dominated by primary sector groups, while secondary and tertiary sector groups are still pretty much behind. Meanwhile, PAD, DBH, DAU, and DAK simultaneously showed a positive and significant effect toward GDRP, with the ability to explain reaching up to 97,5%. Unfortunately, said effects were still not used maximally to grow the lead and prospective sectors outside of coal mining.
