Abstract

Pengadaan Barang/Jasa Pemerintah menurut Perpres No. 16 Tahun 2018 adalah aktivitas Pengadaan Barang/Jasa oleh Kementerian/Lembaga/Perangkat Daerah yang dibiayai oleh APBN/APBD yang prosesnya dimulai dari identifikasi kebutuhan, sampai serah terima hasil pekerjaan. Pengadaan barang dan jasa oleh pemerintah merupakan kegiatan rutin yang dilakukan untuk memenuhi kebutuhan pemerintah untuk menjalankan roda pemerintahan dan untuk melaksanakan pembangunan. Sama halnya seperti pengadaan barang/jasa pada umumnya pengadaan barang/jasa melalui penyedia dengan metode tender dilaksanakan melalui berbagai tahapan. Pada pengadaan jasa cleaning service dan hygiene service terdapat e-reverse auction yaitu metode penawaran harga secara berulang atau sebuah pilihan dalam proses pemilihan penyedia. Ketika ada tender yang gagal sehingga penyedia barang/jasa tidak ada, namun harus dilakukan sebuah tindakan agar pengadaan barang/jasa pemerintah dapat tetap berjalan./ Government Procurement of Goods/Services according to Presidential Decree No. 16 of 2018 is the activity of Procurement of Goods/Services by Ministries/Institutions/Regional Apparatuses financed by the APBN/APBD whose process starts from identifying needs, until the handover of the work. Procurement of goods and services by the government is a routine activity carried out to meet the needs of the government to run the wheels of government and to carry out development. Just like the procurement of goods/services in general, the procurement of goods/services through providers using the tender method is carried out through various stages. In the procurement of cleaning services and hygiene services, there is an e-reverse auction, which is a method of offering prices repeatedly or an option in the provider selection process. When there is a failed tender so that the provider of goods/services does not exist, but an action must be taken so that the procurement of government goods/services can continue.
