Abstract

Pandemi Covid-19 sangat berdampak terhadap seluruh jenis sektor usaha, terutama bagi Usaha Mikro, Kecil, dan Menengah (UMKM) yang berujung pada Pemutusan Hubungan Kerja (PHK) secara besar-besaran. Di sisi lain, sektor Mikro masih memerlukan suntikan permodalan apalagi dengan adanya pandemi Covid-19 yang membatasi aktivitas ekonomi mereka. Berdasarkan data posisi kredit UMKM di tahun 2017, Usaha Menengah (UM) telah terfasilitasi kredit sebesar Rp483.205 Milyar, sedangkan sektor Mikro (UMi) hanya mendapat kredit sejumlah Rp221.409 Milyar. Data tersebut menunjukkan bahwa meskipun pemerintah telah mengeluarkan kredit pembiayaan, masih banyak pelaku usaha mikro yang belum dapat menjangkau kredit pembiayaan dari pemerintah. Melalui pembiayaan UMi, disediakan pembiayaan maksimal sebesar Rp10.000.000 (sepuluh juta rupiah) per debitur, kemudian disalurkan langsung oleh Lembaga Keuangan Bukan Bank (LKBB). Dengan metode kualitatif dan dengan tools Atlas.ti, penelitian ini akan berfokus pada penyaluran pembiayaan UMi pada PT Pegadaian Cabang Sragen serta penjabaran terhadap peningkatan kelas ekonomi pelaku usaha mikro melalui proses monitoring dan evaluasi yang dilakukan Kementerian Keuangan, dalam hal ini adalah Kantor Pelayanan Perbendaharaan Negara (KPPN) Sragen./ The Covid-19 pandemic has greatly impacted all types of business sectors, especially for Micro, Small and Medium Enterprises (MSMEs) which resulted in massive layoffs. On the other hand, the Micro sector still requires an injection of capital, especially with the Covid-19 pandemic which has limited their economic activities. Based on data on the position of MSME loans in 2017, Medium Enterprises (ME) have been facilitated by credit of Rp.483,205 billion, while the Micro sector (UMi) only received credit of Rp.221,409 billion. The data shows that even though the government has issued financing credits, there are still many micro business actors who have not been able to reach financing loans from the government. Through UMi financing, a maximum financing of Rp. 10,000,000 (ten million rupiah) is provided per debtor, then channeled directly by Non-Bank Financial Institutions (LKBB). Using qualitative methods and using Atlas.ti tools, this research will focus on channeling UMi financing to PT Pegadaian Sragen Branch and the elaboration of increasing the economic class of micro business actors through the monitoring and evaluation process carried out by the Ministry of Finance, in this case the State Treasury Service Office ( KPPN) Sragen.
