Abstract

Penelitian ini bertujuan untuk menganalisis hubungan antara beban kerja bendahara pengeluaran dengan realisasi LS dan UP yang dikelolanya di wilayah pembayaran KPPN Palembang. Penelitian ini menggunakan data nilai IKPA, frekuensi SP2D, dan realisasi anggaran LS dan UP pada tahun 2020 dan 2021. Nilai IKPA merupakan salah satu indikator yang menjadi dasar dalam menilai kinerja pegawai. Indikator kinerja dalam IKPA yang berkaitan dengan bendahara pengeluaran dalam penelitian ini adalah pengelolaan UP dan TUP. Metode penelitian yang digunakan adalah metode studi lapangan dengan teknik wawancara dan observasi serta menggunakan metode statistik regresi. Hasil penelitian menunjukkan bahwa terdapat pengaruh realisasi LS dan UP yang dikelola terhadap kinerja bendahara pengeluaran. Semakin besar pagu UP yang dikelola oleh bendahara pengeluaran, maka cenderung menyebabkan peran bendahara pengeluaran menjadi semakin besar. Namun, bendahara pengeluaran di wilayah pembayaran KPPN Palembang cenderung memilih mekanisme pembayaran melalui LS daripada UP. Dasar pertimbangan bendahara pengeluaran dalam memilih metode pembayaran dapat dilihat dari segi karakteristik tagihannya, besaran nilainya, serta kecepatan dan kemudahannya./ This research aims to analyze the relation between the workload of the expenditure treasurer and the realization of the LS and UP managed in KPPN Palembang area. This research uses data of IKPA value, the frequency of SP2D, and the realization of the LS and UP budgets in 2020 and 2021. The IKPA value is one of the indicators which is the basis for assessing employee performance. The performance indicator in IKPA that is related to the expenditure treasurer in this research is the management of UP and TUP. The research method used is a field research with interview and observation techniques and statistical regression method. The results of the research show that there is an effect of the LS and UP realization managed towards the performance of expenditure treasurer. The bigger the amount of UP ceiling managed by the expenditure treasurer, the bigger the role of the expenditure treasurer. However, the expenditure treasurer in KPPN Palembang area tends to choose the payment mechanism through the LS rather than the UP. The basic consideration of the expenditure treasurer in choosing a payment method can be seen from the characteristics of the bill, the amount of its value, speed and its convenience.
