Abstract

Penelitian ini membahas mengenai salah satu upaya pemerintah daerah dalam pencapaian sasaran program dan kegiatan prioritas sektor unggulan daerah adalah melalui pemberian bantuan hibah yang bersumber dari APBD. Kabupaten Muara Enim memiliki sektor unggulan di bidang pertanian dan perkebunan, salah satu komoditas uatamya adalah tanaman karet. Urgensi pemberian bantuan hibah kepada kelompok mayarakat tani karet di Kabupaten Muara Enim adalah temuan keterbatasan dana atau modal anggota kelompok tani, perkebunan/lahan yang tidak produktif/rusak/terbengkalai, kelemahan substansi pengajuan proposal, dan sebagainya. Penelitian ini ditujukan untuk meninjau sejauh mana implikasi pelaksanaan bantuan hibah ini terhadap PAD dan kesejahteraan khususnya pada kelompok masyarakat tani karet di daerah Kabupaten Muara Enim tahun 2020. Seluruh pihak terkait (SKPD, SKPKD, Bappeda, dan kelompok masyarakat) memilliki kendala masing-masing, utamanya berkaitan pada administratif dan substansi proposal, kendala waktu, kualitas dan pemahaman sumber daya manusia, hingga kendala/faktor eksternal, seperti harga jual komoditi yang tidak stabil dan kondisi cuaca ekstrem. Melalui analisis logic model, hasil penelitian ini menunjukkan bahwa pemeberian dan pelaksanaan bantuan hibah berpengaruh kepada peningkatan PAD dan kesejahteraan petani secara tidak langsung, melainkan ada faktor-faktor lain yang juga harus mendukung dan bersinergi atas pemberian hibah, seperti kemandirian dan konsistensi anggota kelompok tani, perkebangan sektor hilirisasi, kemajuan aktivitias ekonomi daerah, dan peran SKPD sektor lain terkait. Bantuan hibah tidak dapat berdiri sendiri setelah dilaksanakan sehingga outcomes dan impact akan dirasakan dalam jangka pendek (tepat saat diberikan bantuan), jangka menegah (saat tanaman memasuki masa produksi), dan jangka panjang (perbaikan kesejahteraan petani). Penelitian ini menunjukkan bahwa pelaksanaan bantuan hibah akan memberikan efek pengganda (multiplier effect) yang bila dimanfaatkan optimal akan memberikan dampak sosial yang amat baik dalam rangka mendukung ketercapaian sasaran target pembangunan yang akhirnya mampu menekan angka kemiskinan yang bermuara pada kesejahteraan di daerah Kabupaten Muara Enim./ This research discusses one of the efforts of local governments in achieving program targets and priority activities of the region’s leading sectors is through the provision of grants sourced from the regional budget. Muara Enim Regency has a leading sector in agriculture and plantations, one of its commodities is rubber plants. The urgency of providing grant assistance to the rubber farmer community in Muara Enim Regency is finding limited funds or capital of farmer group members, unproductive/damaged/abandoned plantations/land, weaknesses in the substance of proposal submissions, and so on. This research is aimed at reviewing the extent to which the implications of the implementation of this grant assistance for PAD and welfare, especially for rubber farming community groups in Muara Enim Regency in 2020. All related parties (SKPD, SKPKD, Bappeda, and community groups) have their constraints, mainly related to the administrative and substance of the proposal, time constraints, quality and understanding of human resources, to constraints/external factors such as unstable commodity selling prices and extreme weather conditions. Through logic model analysis, the results of the research indicate that the provision and implementation of grant assistance affect the increase in PAD and the welfare of farmers indirectly, but other factors must also support and synergize with the provision of this grant, such as independence and consistency of farmer group members, downstream sector plantations, the progress of regional economic activities, and the role of SKPD other related sectors. In other words, grant assistance cannot stand alone after it is implemented so that the outcomes and impacts of the grant will be felt in the short term (right when the aid is given), medium-term (when the plant enters the production period), and long term (improvement of Farmers ' Welfare). This research shows that the implementation of this grant will provide a multiplier effect which, if used optimally, will have a very good social impact in order to support the achievement of development targets which ultimately can reduce poverty which leads to welfare in Muara Enim Regency.
