Abstract

Lahirnya revolusi 4.0 ditandai dengan penggunaan internet pada setiap lini kehidupan, bahkan pada sektor pemerintahan. Pemerintahan beradaptasi dengan adanya perkembangan teknologi ini salah satunya dengan menerapkan cashless dengan penggunaan KKP (Kartu Kredit Pemerintah) sebagai alat pembayaran. Sebagaimana amanah yang sudah tertuang dalam Peraturan Menteri Keuangan (PMK) No.196/PMK.05/2018 yang telah direvisi dengan PMK No.97/PMK.05/2021 mengenai Tata Cara Melakukan Pembayaran dan Menggunakan Kartu Kredit Pemerintah. Adanya Kartu Kredit Pemerintah (KKP) ini sebagai bentuk penerapan asas optimalisasi dan efektifitas pada idle cash di rekening yang dikelola bendahara. Penelitian ini bertujuan untuk mengetahui kesesuaian penerapan KKP di KPPN Banyuwangi. Metode Pengumpulan data dilakukan salah satunya dengan wawancara sehingga diperoleh hasil bahwa penerapan KKP di KPPN Banyuwangi masih belum maksimal. Hal ini juga dibuktikan dari hasil survei bahwa masih banyak satuan kerja di Banyuwangi yang belum aktif menggunakan KKP sebagai alat pembayaran. Masih terdapat beberapa kendala yang dialami sehingga menghambat keefektifan penerapan penggunaan KKP di Banyuwangi khususnya KPPN Banyuwangi, salah satunya minimnya merchant yang belum memiliki mesin EDC sebagai penunjang terlaksananya penggunaan KKP./ The presence of the 4.0 revolution was marked by the use of the internet in every line of life, even in the government sector. The government adapts to this technological development, one of which is by implementing cashless by using the KKP (Government Credit Card) as a means of payment. As mandated by the Minister of Finance Regulation (PMK) No.196/PMK.05/2018 which has been revised with PMK No.97/PMK.05/2021 regarding Procedures for Making Payments and Using Government Credit Cards. The existence of this Government Credit Card (KKP) is a form of application of the principles of optimization and effectiveness on idle cash in accounts managed by the treasurer. This study aims to determine the suitability of the application of KKP in KPPN Banyuwangi. One of the methods of collecting data is by interviewing so that the results obtained that the application of KKP in KPPN Banyuwangi is still not optimal. This is also evidenced from the survey results that there are still many work units in Banyuwangi that have not actively used KKP as a means of payment. There are still several obstacles experienced that hinder the effectiveness of the application of the use of KKP in Banyuwangi, especially KPPN Banyuwangi, one of which is the lack of merchants who do not yet have an EDC machine to support the implementation of the use of KKP.
