Abstract

Informasi menjadi suatu hal yang esensial dan perlu didapat guna membantu meningkatkan kinerja suatu organisasi. Kinerja dari suatu organisasi perlu menyeimbangkan antara aspek layanan yang diberikan dengan perkembangan teknologi dengan sistem informasi. Sarana sistem informasi telah dikembangkan oleh Pemerintah Indonesia di bidang keuangan yaitu sistem berbentuk Integrated Financial Management Information System (IFMIS). Salah satu implementasi dari sistem ini adalah Sistem Aplikasi Keuangan Tingkat Instansi (SAKTI) yang digunakan oleh satuan kerja (Satker). Tujuan penelitian karya tulis tugas akhir ini adalah untuk menganalisis penerapan aplikasi SAKTI, khususnya bagi Bendahara Pengeluaran di Kantor Pelayanan Pajak Negara (KPPN) Purwokerto. Metode pengumpulan data yang digunakan adalah studi lapangan berbentuk berupa kepuasan penggunaan aplikasi. Data-data sekunder diperoleh melalui studi kepustakaan dalam bentuk deskriptif. Hasil penelitian menunjukkan bahwa aplikasi SAKTI berbasis website telah diterapkan sejak dua tahun lalu. Beberapa menu aplikasi yang dimanfaatkan antara lain menu membuat kuitansi, menu setoran pajak, menu laporan pertanggungjawaban bendahara, dan lain sebagainya yang tersedia dalam modul bendahara. Menu-menu yang tersedia dimaksudkan untuk meningkatkan kinerja dalam menatausahakan penerimaan serta pengeluaran negara. Penggunaan aplikasi SAKTI menimbulkan implikasi yang baik. Keuntungan yang diperoleh adalah aplikasi SAKTI berbasis website lebih memudahkan Bendahara Pengeluaran dalam mengelola keuangan di satuan kerja (Satker). Bendahara Pengeluaran dapat melaporkan seluruh proses transaksi yang dilakukan KPPN. Penerapan aplikasi SAKTI perlu diimbangi dengan pemeliharan sistem sehingga dapat meningkatkan kinerja keuangan instansi pemerintahan. / Information becomes an essential thing and needs to be obtained to help improve the performance of an organization. The performance needs to balance the aspects of the services provided with the development of IT systems. Information system facilities have been developed by the Government in the financial sector, namely as Integrated Financial Management Information System (IFMIS). One of the implementations is the Institution Level Financial Application System (SAKTI) which is used by work units (Satker). The purpose of this final task research is to analyze the application of the SAKTI, especially for the Expenditure Treasurer at the KPPN Purwokerto. The data collection method used is a field study in the form of application use satisfaction. Secondary data obtained through literature study in descriptive form. The results show that the website-based SAKTI has been implemented since two years ago. Some of the application menus used include the menu for making receipts, the tax deposit menu, the treasurer accountability report menu, and so on that are available in the treasurer module. The available menus are intended to improve performance in administering state revenues and expenditures. The use of the SAKTI has good implications. The advantage obtained is that the website-based SAKTI makes it easier for the Expenditure Treasurer to manage finances in the work units (Satker). The Expenditure Treasurer can report all transaction processes carried out by KPPN. The application of the SAKTI needs to be balanced with system maintenance so that it can improve the financial performance of government agencies
