Abstract
"Abstrak Spesific grant atau DAK bertujuan untuk meningkatkan pendapatan daerah dan peningkatan kualitas pelayanan publik seperti halnya sektor pendidikan yang dalam pelaksanaannya terkadang masih terdapat lembaga pendidikan yang kurang layak pakai dan belum dimanfaatkan secara optimal. Penelitian ini bertujuan untuk mengetahui pengelolaan Dana Alokasi Khusus Fisik Pendidikan Kabupaten Ponorogo beserta efektivitas kinerja serta kendala dalam pengelolaannya. Analisis efektivitas dilakukan dengan metode kualitatif yang berdasarkan teori Keputusan Menteri Dalam Negeri Nomor 690. 900-327 Tahun 1996 dan Schermerhorn Jr. dengan mengkalkulasi penyerapan anggaran beserta capaian output selama tahun anggaran 2019-2021. Output serta anggaran yang dimaksud hanya berfokus pada subbidang SD dan SMP. Sementara itu, teknik pengumpulan data yang digunakan berupa wawancara, observasi, dan dokumentasi. Dari analisis data dapat diketahui bahwa DAK Fisik Pendidikan di Kabupaten Ponorogo telah dilakukan berdasarkan peraturan-peraturan yang berlaku; selama tiga tahun kinerja dinas pendidikan mengalami penurunan tingkat efektivitas namun masih tergolong dalam kategori efektif; pengelolaan DAK Fisik Pendidikan selama tiga tahun berjalan dinamis dengan beberapa perubahan dalam pelaksanaannya; serta terdapat beberapa kendala dalam pengelolaan DAK Fisik yang cenderung berasal dari pihak yang mengusulkan bantuan Dana Alokasi Khusus Fisik Pendidikan. Kata Kunci: TKDD, Desentralisasi, DAK Fisik, Pendidikan Abstract Specific grant or DAK aims to increase regional revenues and improve quality of public services such as education sector which in its implementation sometimes there are educational institutions that are less suitable for use and have not been used optimally. This study aims to determine the management of the Specific Allocation Fund for Physical Education (DAK Fisik) in Ponorogo and its effectiveness performance and the constraints in its management. The effectiveness analysis was carried out by using a qualitative method based on the theory of Keputusan Menteri Dalam Negeri Nomor 690. 900-327 Tahun 1996 and Schermerhorn Jr., by calculating budget absorption along with the output achievements in 2019-2021. The output and budget are focused solely on the subfield of elementary and junior high school. Meanwhile, the data collection techniques used were interviews, observation, and documentation. From that data analysis it may be known that the Specific Allocation Fund for Physical Education in Ponorogo has been conducted according to established regulations; during the three-year performance, the education services has been dynamic with several changes in its implementation; the management of the DAK Fisik over three years is dynamic with several changes in the implementation; and there are also a number of obstacles in the management of the physical specific allocation fund from those of the people who have been proposed to provide the fund.
