Abstract

Salah satu jenis aset negara yang perlu dilakukan penatausahaan dengan baik yaitu aset berupa barang. Aset negara berupa barang atau barang milik negara ini merupakan barang yang perolehannya berasal atau dibeli atas beban anggaran penerimaan dan belanja negara atau dari perolehan lainnya yang sah. Pengelolaan barang milik negara yang baik sesuai peraturan perundang-undangan akan membantu penyelenggaraan pemerintahan negara yang efektif dan efisien. Penatausahaan barang milik negara merupakan salah satu upaya pengelolaan yang sangat penting terdiri atas pembukuan, inventarisasi, dan pelaporan. Penelitian dengan judul “Tinjauan Penatausahaan Baranng Milik Negara Berupa Kendaraan Dinas pada KPPN Semarang II Tahun Anggaran 2020” memiliki rumusan masalah bagaimana pelaksanaan penatausahaan barang milik negara serta implementasi aplikasi SAKTI dalam upaya modernisasi bidang keuangan negara dan juga permasalahan yang timbul selama proses modernisasi keuangan negara. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan penatausahaan barang milik negara dan implementasi aplikasi SAKTI dalam proses modernisasi keuangan negara pada KPPN Semarang II dan juga permasalahan yang timbul selama proses modernisasi tersebut. Penelitian ini menggunakan metode studi lapangan yang terdiri dari wawancara, dokumentasi, dan studi kepustakaan. Proses wawancara dilakukan secara langsung dengan pihak yang ahli dan berkompeten pada objek tujuan penelitian serta menggunakan data-data yang berasal dari sumber secara langsung. Diperoleh hasil analisis berupa kesimpulan bahwa penatausahaan barang milik negara berupa kendaraan dinas pada KPPN Semarang II telah dilakukan sesuai dengan pedoman yang berlaku pada peraturan perundang-undangan. Implementasi aplikasi SAKTI sebagai upaya pembukuan dan inventarisasi penatausahaan barang milik negara telah dilakukan dengan terampil dan profesional. Permasalahan yang timbul selama proses modernisasi telah mampu diatasi oleh pejabat yang bertugas dengan baik sehingga tidak terjadi permasalahan yang berarti selama proses penatausahaan barang milik negara berupa kendaraan dinas pada KPPN Semarang II./ One type of state assets that needs to be administered properly is assets in the form of goods. State assets in the form of goods or goods belonging to the state are goods whose acquisitions originate or are purchased at the expense of the state revenue and expenditure budget or from other legitimate acquisitions. Good management of state property in accordance with statutory regulations will assist in the effective and efficient implementation of state government. Administration of state property is one of the most important management efforts consisting of bookkeeping, inventory, and reporting. The research entitled ""Review of State Property Administration in the Form of Official Vehicles at KPPN Semarang II Fiscal Year 2020"" has a problem formulation of how to implement state property administration and implementation of SAKTI application in an effort to modernize the field of state finance and also problems that arise during the process of modernizing state finances. The purpose of this study was to determine the implementation of the administration of state property and the implementation of the SAKTI application in the process of modernizing state finances at KPPN Semarang II and also the problems that arise during the modernization process.This research uses a field study method consisting of interviews, documentation, and literature study. The interview process is carried out directly with experts and competent parties on the object of research objectives and uses data that comes from direct sources. The results of the analysis are in the form of a conclusion that the administration of state property in the form of official vehicles at KPPN Semarang II has been carried out in accordance with the applicable guidelines in statutory regulations. The implementation of the SAKTI application as an effort to book and inventory the administration of state property has been carried out skillfully and professionally. The problems that arise during the modernization process have been able to be overcome by the officials on duty properly so that there are no significant problems during the process of administering state property in the form of official vehicles at KPPN Semarang II.
