Abstract
KPBU adalah kolaborasi antara pemerintah dan perusahaan swasta yang membantu menyediakan layanan dan infrastruktur yang secara tradisional disediakan oleh sektor publik. KPBU berpengaruh terhadap perkembangan infrastruktur, sistem Infrastruktur seperti listrik, transportasi, air, telekomunikasi, dan lainnya mempunyai peran penting dalam pembangunan ekonomi dan sosial. Sistem transportasi merupakan alat untuk menjamin pasokan barang dan jasa sebagai indikator kemakmuran dan pertumbuhan ekonomi serta memberikan kontribusi terhadap kualitas hidup kuantitas hidup. Metode analisis yang digunakan dalam penelitian ini adalah analisis SWOT. Analisis faktor internal dan eksternal yang dihasilkan selanjutnya diolah ke dalam matriks IFAS & EFAS, matriks SWOT, dan diagram kartesius SWOT. Hasil penelitian ini menunjukkan bahwa kekuatan instrumen sukuk ritel lebih besar daripada kelemahannya dan peluang sukuk ritel juga lebih besar dibandingkan ancamannya. Konsekuensinya, ketika digambarkan pada diagram kartesius SWOT, posisi koefisien internal dan eksternal sukuk ritel berada pada kuadran I, yang artinya strategi yang dapat direkomendasikan untuk pengembangan jalan tol KLBM adalah strategi ekspansif (strategi S-O)./ PPP are collaborations between the government and private companies that help provide services and infrastructure that have traditionally been provided by the public sector. PPP affects infrastructure development, Infrastructure systems such as electricity, transportation, water, telecommunications, and others have an important role in economic and social development. The transportation system is a tool to ensure the supply of goods and services as an indicator of prosperity and economic growth and contributes to the quality of life in terms of quantity of life. The analytical method used in this research is SWOT analysis. The resulting internal and external factor analysis is then processed into the IFAS & EFAS matrix, SWOT matrix, and SWOT Cartesian diagram. The results of this study indicate that the strengths of retail sukuk instruments are greater than their weaknesses and the opportunities for retail sukuk are also greater than the threats. Consequently, when depicted on the Cartesian SWOT diagram, the position of the internal and external coefficients for retail sukuk is in quadrant I, which means that the strategy that can be recommended for the development of KLBM toll road is an expansive strategy (S-O strategy).
