Abstract
Penelitian ini memiliki tujuan menganalisis Pengadaan Jasa Konstruksi berupa penggantian keramik lantai pada Kantor Pelayanan Perbendaharaan Negara (KPPN) 1 Medan dengan tujuan untuk mengetahui kesesuaian pelaksanaan pengadaan tersebut dengan peraturan yang berlaku yang mengatur tentang Pengadaan Barang/Jasa Pemerintah. Evaluasi tersebut dilakukan untuk menghindari adanya penyimpangan/kecurangan yang dapat terjadi dalam pelaksanaan pengadaan barang/jasa tersebut. Penelitian ini menggunakan metode pendekatan kualitatif melalui studi kepustakaan dan studi lapangan dengan menggunakan dasar dari data primer. Studi lapangan dilakukan dengan melakukan observasi secara langsung Kantor Pelayanan Perbendaharaan Negara. Wawancara dilakukan dengan pihak dari KPPN 1 Medan, yaitu Pejabat Pengadaan Barang/Jasa pada pengadaan jasa konstruksi tersebut. Hasil penelitian akan menunjukkan bahwa KPPN 1 Medan telah melaksanakan pengadaan barang/jasa pemerintah dengan lancar dan baik yang bermula dari tahap perencanaan hingga serah terima pekerjaan dengan mengikuti prinsip-prinsip Good Governance dan mengacu kepada ketentuan yang berlaku serta mengambil langkah yang tepat jika terdapat kendala dalam proses pelaksanaan pengadaan jasa konstruksi tersebut./ This study has the aim of analyzing the procurement of construction services in the form of replacing floor tiles at the State Treasury Service Office (KPPN) 1 Medan with the aim of knowing the suitability of the implementation of the procurement with the applicable regulations governing the Procurement of Government Goods/Services. The evaluation is carried out to avoid any irregularities/frauds that may occur in the implementation of the procurement of these goods/services. This research uses a qualitative approach method through library research and field studies using the basis of primary data. The field study was conducted by direct observation of the State Treasury Service Office. Interviews were conducted with parties from KPPN 1 Medan, namely the Procurement Officer of Goods/Services in the procurement of construction services. The results of the study will show that KPPN 1 Medan has carried out the procurement of government goods/services smoothly and well starting from the planning stage to the handover of work by following the principles of Good Governance and referring to applicable regulations and taking appropriate steps if there are obstacles in the process of implementing the procurement of construction services.
