Abstract
Upaya pemerintah untuk mengurangi transaksi yang semula menggunakan uang kertas beralih menggunakan alat pembayaran cashless agar tidak terjadi perpindahan virus melalui sentuhan fisik, hal ini yang menjadikan peran UP KKP semakin penting. Penelitian dengan judul Analisis Efektivitas Penggunaan Kartu Kredit Pemerintah di Wilayah Pembayaran KPPN Balikpapan, memiliki tujuan penelitian untuk mengetahui secara teori maupun praktik terkait efektivitas UP KKP di KPPN Balikpapan serta mengetahui apa saja permasalahan dan kendala yang muncul dalam penggunaan Kartu Kredit Pemerintah di KPPN Balikpapan. Metode penelitian yang digunakan adalah studi lapangan dan menggabungkan data kuantitatif dan data kualitatif. Landasan teori yang digunakan adalah teori efektivitas, UP Tunai, UP KKP, dan mekanisme penggunaan uang persediaan. Berdasarkan analisa data yang dilakukan, didapatkan kesimpulan bahwa penggunaan UP KKP pada transaksi operasional satker di lingkungan kerja KPPN Balikpapan belum efektif karena satker yang menggunakan UP KKP dalam transaksi operasionalnya masih sedikit, bahkan belum mencapai setengah dari jumlah satker keseluruhan. Banyak satker yang belum mengajukan penggunaan KKP untuk kegiatan transaksi operasionalnya./ The government's efforts to reduce transactions that originally used paper money have switched to using cashless payment instruments so that there is no transfer of the virus through physical touch, this makes the role of UP KKP even more important. The research entitled Analysis of the Effectiveness of the Use of Government Credit Cards in the Payment Area of KPPN Balikpapan, has a research objective to find out theoretically and practically related to the effectiveness of UP KKP at KPPN Balikpapan and find out what problems and obstacles arise in the use of Government Credit Cards at KPPN Balikpapan. The research method used is a field study and combines quantitative data and qualitative data. The theoretical basis used is the theory of effectiveness, UP Tunai, UP KKP, and the mechanism for using the money supply. Based on the data analysis carried out, it was concluded that the use of UP KKP in operational transactions of satkers in the Balikpapan KPPN work environment has not been effective because the satkers that use UP KKP in their operational transactions are still few, not even half of the total number of satkers. Many satkers have not applied for the use of KKP for their operational transaction activities.
