Abstract
Penelitian ini membahas tentang tinjauan pengadaan jasa konstruksi pembangunan gedung dan pagar Kantor Wilayah Direktorat Jenderal Bea & Cukai Sumatera Bagian Barat pada tahun 2020. Tinjauan ini dilatarbelakangi oleh nilai kontrak yang cukup besar, yakni Rp29,6 miliar. Dengan nilai tersebut, ditakutkan terjadi penyimpangan prinsip-prinsip pengadaan barang/jasa. tujuan penelitian ini adalah untuk meninjau pelaksanaan pengadaan jasa konstruksi dengan membandingkan Perpres No. 16 Tahun 2018 dan Perpres No. 12 Tahun 2021 serta mengetahui permasalahan yang terjadi. Metode penelitian yang digunakan adalah studi pustaka dan studi lapangan yang terdiri dari wawancara dan observasi. Hasil dari penelitian ini menemukan bahwa pengadaan jasa konstruksi sudah sesuai dengan peraturan yang berlaku. Namun, masih terdapat beberapa kendala yang terjadi pada tahap persiapan dan pelaksanaan yang mengakibatkan keterlambatan penyelesaian proyek dan peningkatan nilai kontrak menjadi Rp32.5 miliar./ This study discusses the review of the procurement of construction services for the construction of buildings and fences for the Regional Office of the Directorate General of Customs & Excise of West Sumatra in 2020. This review is motivated by a relatively large contract value, which is Rp. 29.6 billion. With this value, it is feared that there will be deviations in the procurement principles of goods/services. The purpose of this study is to review the implementation of the procurement of construction services by comparing Presidential Decree No. 16 of 2018 and Presidential Decree No. 12 of 2021. Also, to find out the problems that occur in this project. The research method used is literature and field study consisting of interviews and observations. The results of this study found that the procurement of construction services was following regulations. However, there are still several problems in the preparation and implementation stages which result in delays in project completion and an increase in the contract value to Rp32.5 billion
