Abstract

Penelitian ini dilakukan untuk meninjau proses penatausahaan bendahara pengeluaran pada Kanwil DJPb Provinsi Riau selama satu tahun penuh, yakni tahun 2021. Tinjauan atas penatausahaan yang dilakukan baik secara manual maupun melalui aplikasi tersebut bertujuan untuk mengetahui bagaimana kualitas pengelolaan dan pertanggungjawaban uang negara pada lingkup satuan kerja. Metode penelitian yang digunakan adalah metode kualitatif melalui wawancara yang dilakukan secara berkala dengan bendahara pengeluaran. Selain melalui wawancara, penulis juga melakukan observasi secara langsung pada satuan kerja tersebut serta melakukan pengecekan data-data terkait. Output yang dihasilkan dari penelitian ini adalah seluruh proses penatausahaan bendahara pengeluaran pada satuan kerja Kanwil DJPb Provinsi Riau telah sesuai dengan Peraturan Direktur Jenderal Perbendaharaan Nomor PER-3/PB/2014 dan PMK Nomor 159/PMK.05/2018, serta peraturan-peraturan terkait lainnya. Selama tahun 2021, bendahara pengeluaran memiliki sejumlah kendala yang sedikit menghambat proses penatausahaan. Mayoritas kendala yang dimaksud berkaitan dengan kendala waktu ataupun kendala jaringan dalam penggunaan aplikasi SAKTI. Namun, beberapa solusi juga telah ditemukan oleh bendahara pengeluaran untuk meminimalkan dan mengantisipasi beberapa kendala yang terjadi. Salah satu bentuk antisipasi tersebut adalah melalui inisiatif untuk melakukan pemeriksaan terhadap pekerjaan yang dilakukan agar tidak membutuhkan waktu yang lama./ This research was conducted to review the administrative process of the expenditure treasurer at Kanwil DJPb Provinsi Riau for one year, 2021. The review of the administration carried out both of manually and through the application aims to find out how the quality of management and accountability of state money within the scope of the work unit. The research method used is a qualitative method through periodic interviews with the treasurer of expenditure. In addition to interviews, the author also made direct observations on the task force and checked related data. The output resulting from this study is the entire process of administering the treasurer of expenditures in the Kanwil DJPb Provinsi Riau which is following the Regulation of Peraturan Direktorat Jenderal Perbendaharaan Nomor PER-3/PB/2014 and PMK Nomor 159 / PMK.05 / 2018, as well as other related regulations. In 2021, the expenditure treasurer had some constraints that slightly hampered the administration process. Most of the obstacles in question are related to time constraints or network constraints in using the SAKTI application. However, some solutions have also been found by the expenditure treasurer to minimize and anticipate some of the limitations that occur. One form of anticipation is through the initiative to check the work done so that it does not take a long time.
