Abstract
Penulisan karya tulis tugas akhir ini bertujuan untuk mengidentifikasi permasalahan yang timbul selama proses pengadaan jasa konstruksi pada KPPN Padang Sidempuan, juga mengidentifikasi solusi yang akan dilakukan atas permasalahan yang dihadapi selama proses pengadaan serta menganalisis kesesuaian pelaksanaan pengadaan dengan aturan-aturan yang berlaku. Metode penulisan karya tulis tugas akhir ini menggunakan metode kajian pustaka yaitu dengan mengumpulkan data serta informasi dari berbagai literatur seperti buku, peraturan-peraturan terkait, dokumen, jurnal dan literatur lainnya yang berkaitan dengan pengadaan barang/jasa. Selain itu metode lain yang digunakan adalah metode studi lapangan yaitu wawancara dengan beberapa narasumber yang terlibat langsung dalam proses pengadaan jasa konstruksi tersebut serta melakukan observasi yang berupa pengamatan yang sistematis dan terarah secara langsung terhadap objek penelitian yaitu KPPN Padang Sidempuan. Hasil penulisan karya tulis tugas akhir ini menunjukkan bahwa seluruh tahapan proses pengadaan mulai dari perencanaan, persiapan, dan pelaksanaan telah sesuai dengan peraturan yang terkini yaitu perpres no.12 tahun 2021, Seluruh tahapan proses pengadaan jasa konstruksi penataan ruang Middle Office pada KPPN Padang Sidempuan Tahun Anggaran 2021 berjalan dengan baik dan lancar tanpa ada kendala apapun yang dihadapi, Kebijakan yang diambil oleh pihak KPPN Padang Sidempuan dalam melakukan pengadaan jasa konstruksi penataan ruang Middle Office merupakan kebijakan yang tepat sesuai dengan hal yang melatarbelakanginya yaitu untuk memperbaiki kondisi ruangan Middle Office pada KPPN Padang Sidempuan./ The writing of this final task paper aims to identify problems that arise during the procurement process of construction services at KPPN Padang Sidempuan, also identify solutions to problems encountered during the procurement process and analyze the suitability of the procurement implementation with applicable regulations. The method of writing this final task paper uses the library study method, namely by collecting data and information from various literatures such as books, related regulations, documents, journals and other literature related to the procurement of goods/services. In addition, another method used is the field study method, namely interviews with several resource persons who are directly involved in the procurement process of construction services and conducting observations in the form of systematic and directed observations directly on the object of research, namely KPPN Padang Sidempuan. The results of writing this final task paper show that all stages of the procurement process starting from planning, preparation, and implementation are in accordance with the latest regulations, namely Presidential Regulation No. 12 of 2021. All stages of the procurement process for Middle Office spatial planning construction services at KPPN Padang Sidempuan Year The 2021 budget went well and smoothly without any obstacles encountered. The policy taken by KPPN Padang Sidempuan in procuring construction services for Middle Office spatial planning is the right policy in accordance with the background, namely to improve the condition of the Middle Office room at KPPN Padang Sidempuan.
