Abstract

Saat ini perkembangan teknologi yang cepat telah banyak membawa perubahan dalam kegiatan pemerintah, khususnya dalam pengadaan barang/jasa pemerintah. Salah satu perubahan dalam pengadaan barang/jasa pemerintah adalah munculnya pengadaan elektronik yaitu e-purchasing. Pengadaan ini dilakukan dengan memanfaatkan sebuah platform internet yang bernama katalog elektronik sehingga bersifat lebih praktis dan mudah untuk diterapkan di instansi pemerintah. Tujuan penulisan karya tulis tugas akhir ini adalah untuk meninjau kesesuaian praktek pelaksanaan e-purchasing pengadaan kendaraan dinas roda empat pada satker pemerintah dengan peraturan perundang-undangan yang berlaku dan kendala yang dihadapi selama proses pengadaan. Objek penelitian pada karya tulis ini adalah BPK Perwakilan Provinsi Kepulauan Riau. Penelitian ini merupakan penelitian kualitatif deskriptif yang menggunakan metode pengumpulan data berupa studi kepustakaan dan wawancara. Hasil penelitian menunjukkan bahwa proses pelaksanaan pengadaan dari awal hingga akhir dengan metode e-purchasing terhadap kendaraan dinas roda empat pada BPK Perwakilan Provinsi Kepulauan Riau telah sesuai dengan ketentuan dan peraturan yang berlaku terkait pengadaan barang/jasa pemerintah. Kendala yang dihadapi selama proses pelaksanaan pengadaan e-purchasing berkaitan dengan proses listing harga barang yang kurang update sehingga membuat waktu pengadaan menjadi lebih lama. Namun, kendala tersebut bukanlah kendala yang bersifat fatal sehingga tidak terlalu memengaruhi pelaksanaan pengadaan tetapi hanya berdampak pada mundurnya waktu pelaksanaan pengadaan./ Currently the rapid development of technology has brought many changes in government activities, especially in the government procurement of goods/services. One of the changes in government procurement of goods/services is the emergence of electronic procurement, namely e-purchasing. This procurement is carried out by utilizing an internet platform called an electronic catalog so that it is more practical and easy to implement in government agencies. The purpose of writing this final task paper is to review the suitability of the practice of implementing e-purchasing for the procurement of four-wheeled official vehicles at the government work unit with the applicable laws and regulations and the obstacles encountered during the procurement process. The research object in this paper is BPK Perwakilan Provinsi Kepulauan Riau. This research is a descriptive qualitative research that uses data collection methods in the form of library research and interviews. The results showed that the process of implementing the procurement from beginning to end with the e-purchasing method for four-wheeled official vehicles at the BPK Perwakilan Provinsi Kepulauan Riau was in accordance with the applicable provisions and regulations related to the procurement of government goods/services. The obstacle that found during the process of implementing the procurement of e-purchasing related to the process of listing the price of goods that is not updated so that the procurement will take more times. However, this obstacle is not a major obstacle so they do not really affect the implementation of procurement but only have an impact on the delay in the implementation of procurement.
