Abstract

Pelaksanaan pengadaan pekerjaan konstruksi memerlukan biaya dan waktu yang efisien untuk menghindari potensi kerugian negara sesuai satu tujuan pengadaan barang dan jasa pemerintah, yaitu value for money. Efisiensi tersebut dapat diwujudkan dengan melakukan proses perencanaan barang dan jasa pemerintah yang baik. Dalam proses perencanaan, pelaku pengadaan perlu menentukan jadwal pengadaan. Sesuai Peraturan Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) Nomor 12 tahun 2021, Critical Path Method (CPM) merupakan salah satu metode yang dapat diterapkan untuk melakukan penjadwalan pekerjaan konstruksi. CPM menyediakan jadwal proyek secara empiris sehingga cocok untuk formulasi, penjadwalan, dan pengelolaan kegiatan pekerjaan konstruksi. Namun, pembangunan gedung pendidikan di Polilteknik Keuangan Negara STAN (PKN STAN) masih menerapkan metode penjadwalan pekerjaan konstruksi secara konvensional menggunakan metode kurva S mengacu kepada Peraturan LKPP Nomor 9 tahun 2018. Oleh sebab itu, simulasi CPM menjadi penting untuk dikaji penerapannya dalam penjadwalan pembangunan gedung perkuliahan baru sebagai sarana evaluasi terkait pengadaan barang/jasa di PKN STAN./ The implementation of the procurement of construction work requires efficient cost and time to avoid potential state lose as the purpose of government goods and services procurement, value for money. Efficiency can be realized by carrying out a good planning process for government goods and services procurement. In the planning process, we need to determine the procurement schedule. In accordance with the Regulation of Government Goods/Services Procurement Policy Institute Republic of Indonesia Number 12 of 2021, Critical Path Method (CPM) is a method that can be applied for scheduling construction work. CPM provides an empirical project schedule that is suitable for the formulation, scheduling, and managing construction work activities. However, construction of the education building at State Financial Polytechnic of STAN (PKN STAN) still applies the conventional construction work scheduling method using the S curve method referring to the Regulation of Government Goods/Services Procurement Policy Institute Republic of Indonesia Number 9 of 2018. Therefore, it is important to study the application of the CPM in scheduling construction of the education building to evaluate goods/services procurement at PKN STAN.
