Abstract

Gender merupakan serangkaian sifat dan perilaku yang terikat kepada laki-laki dan perempuan, serta terbentuk secara sosial maupun budaya. Pembedaan perilaku dan sifat ini mengakibatkan pembedaan status, peran, ataupun posisi. Kesetaraan gender di lingkup pemerintahan telah dilaksanakan melalui program Pengarusutamaan Gender (PUG) sejak tahun 2000. Penelitian ini bertujuan untuk mengetahui implementasi pengarusutamaan gender di KPPN Karawang pada tahun 2018-2021 sesuai dengan pedoman dan teori yang telah dijelaskan. Tinjauan dan analisis dilakukan terhadap struktur organisasi, pembagian kerja, fasilitas, serta anggaran responsif gender di KPPN Karawang. Metode analisis yang digunakan adalah pendekatan kualitatif dengan metode pengumpulan data berupa studi kepustakaan, wawancara, dan observasi. Hasil penelitian ini menunjukan bahwa penerapan pengarusutamaan gender (PUG) di KPPN Karawang tahun 2018-2021 telah berjalan dengan baik. Fasilitas sarana dan prasarana di KPPN Karawang juga telah menunjukan fasilitas yang responsif gender. Namun, dengan tidak adanya anggaran khusus untuk pelaksanaan pengarusutamaan gender membuat beberapa permasalahan terjadi, seperti kurangnya sosialiasi pengarusutamaan gender karena permasalahan dana, tidak terawatnya fasilitas sarana dan prasarana, serta laporan pertanggungjawaban yang hanya dilakukan 1 tahun sekali./ Gender is a set of traits and behaviors that are bound to men and women, and are formed socially and culturally. This distinction of behavior and nature results in differentiation of status, role, or position. Gender equality in the scope of government has been implemented through the Gender Mainstreaming program since 2000. This study aims to determine the implementation of gender mainstreaming at KPPN Karawang in 2018-2021 in accordance with the guidelines and theories that have been explained. A review and analysis was carried out on the organizational structure, division of labor, facilities, and gender responsive budget at KPPN Karawang. The analysis method used is a qualitative approach with data collection methods in the form of library research, interviews, and observations. The results of this study indicate that the implementation of gender mainstreaming (PUG) at KPPN Karawang in 2018-2021 has gone well. Facilities and infrastructure at KPPN Karawang have also shown gender-responsive facilities. However, the absence of a special budget for the implementation of gender mainstreaming makes several problems occur, such as the lack of socialization of gender mainstreaming due to funding problems, inadequate maintenance of facilities and infrastructure, and accountability reports that are only carried out once a year.
