Abstract

Jurnal ini mengulas review pelaksanaan Penyaluran Bantuan Sosial Tunai selama pandemi COVID 19 di Sumatera Utara tahun anggaran 2020. Penelitian ini bertujuan untuk mengidentifikasi kesesuaian Bantuan Sosial Tunai dengan peraturan terkait Penyaluran Dana yang berlaku pada tahun anggaran yang bersangkutan. Pandemi COVID-19 menghancurkan berbagai sektor kehidupan masyarakat yang dapat berdampak pada terganggunya tingkat kesejahteraan masyarakat. Salah satu program pemerintah dalam menjamin standar kehidupan yang sejahtera termasuk didalamnya sandang, pangan, dan papan serta perbaikan kondisi kehidupan layak di masa pandemi adalah melalui program Bantuan Sosial COVID-19 oleh Kementerian Sosial. Program ini dapat menyelesaikan permasalahan masyarakat selama pandemi ini. Namun, dalam implementasinya terdapat beberapa kendala, diantaranya adalah mengenai konstitusionalitas dasar hukum yang mendasari berlakunya program tersebut maupun kendala teknis di lapangan seperti penerima bantuan sosial yang tidak sesuai sasaran peruntukannya dan lain-lainnya. Akibat dari problematika tersebut, efektivitas dari program Bantuan Sosial COVID-19 ini mulai dipertanyakan. Secara ringkas, jurnal ini membahas tentang kesesuain peraturan BST 2020 Sumatera Utara dengan implementasi di lapangan serta instansi terkait penyaluran dana BST tahun 2020 di Sumatera Utara./ This journal reviews a review of the implementation of Cash Social Assistance Distribution during the COVID 19 pandemic in North Sumatra for the 2020 fiscal year. This study aims to identify the suitability of Cash Social Assistance with regulations regarding Fund Distribution that apply in the relevant fiscal year. The COVID-19 pandemic destroys various sectors of people's lives which can have an impact on disrupting the level of community welfare. One of the government's programs in ensuring a prosperous standard of living including clothing, food, and housing as well as improving decent living conditions during the pandemic is through the COVID-19 Social Assistance program by the Ministry of Social Affairs. This program can solve community problems during this pandemic. However, in its implementation there are several obstacles, including the constitutionality of the legal basis that underlies the implementation of the program as well as technical obstacles in the field such as recipients of social assistance that are not in accordance with their intended allocation targets and others. As a result of these problems, the effectiveness of the COVID-19 Social Assistance program has begun to be questioned. In summary, this journal discusses the suitability of the 2020 BST regulations in North Sumatra with implementation in the field as well as agencies related to the distribution of BST funds in 2020 in North Sumatra.
