Abstract

Penelitian ini memiliki tujuan untuk meninjau implementasi dan dampak yang ditimbulkan dari penggunaan Dana Bagi Hasil Cukai Hasil Tembakau (DBH CHT) di Kabupaten Tulungagung selama tahun 2018-2020. DBH CHT diharapkan mampu mengatasi dampak negatif yang ditimbulkan dari konsumsi produk hasil tembakau, sehingga prioritas penggunaan dibidang kesehatan minimal 50 persen untuk mendukung jaminan kesehatan nasional. Metode penelitian kualitatif digunakan dengan mengolah data dan informasi serta melakukan wawancara kepada pihak-pihak yang berkaitan dengan penggunaan DBH CHT. Alat analisis dampak yang digunakan dalam penelitian ini adalah logic model yang diuraikan dalam input, proses, output, dan outcome. Temuan dari penelitian ini menunjukkan bahwa penyerapan anggaran DBH CHT selama tahun 2018-2020 mencapai rata-rata 88,18%. Penggunaan DBH CHT sudah dilaksanakan sesuai dengan lima program yang telah ditentukan undang-undang. Pada tahun 2018, penyerapan anggaran dibidang kesehatan tidak memenuhi ketentuan minimal sebesar 50 persen. Serta capaian output belum mencapai target realisasi dengan penyerapan secara keseluruhan sebesar 69,88%. Secara umum, penggunaan DBH CHT selama tahun 2018-2020 pada program yang telah ditentukan berdampak positif terhadap masyarakat./ This study aims to review the implementation and impact of the use of the Tobacco Excise Revenue Sharing Fund (DBH CHT) in Tulungagung Regency during 2018-2020. DBH CHT is expected to be able to overcome the negative impacts caused by the consumption of tobacco products, so that the priority of use in the health sector is at least 50 percent to support national health insurance. Qualitative research methods are used by processing data and information as well as conducting interviews with parties related to the use of DBH CHT. The impact analysis tool used in this research is a logic model which is described in input, process, output, and outcome. The findings from this study indicate that the absorption of the CHT DBH budget during 2018-2020 reached an average of 88.18%. The use of DBH CHT has been implemented in accordance with five programs that have been determined by law. In 2018, the absorption of the budget in the health sector did not meet the minimum requirement of 50 percent. And the output achievement has not yet reached the realization target with an overall absorption of 69.88%. In general, the use of DBH CHT during 2018-2020 in predetermined programs has a positive impact on the community.
