Abstract
Penelitian ini bertujuan untuk menganalisis implementasi Modul Penganggaran Aplikasi SAKTI pada tahun 2019-2021 di KPPN Liwa. Metode penelitian yang digunakan yaitu metode kualitatif melalui analisis studi kepustakaan dan studi lapangan. Data yang digunakan adalah data primer dan data sekunder dari KPPN Liwa. Impelentasi Modul Penganggaran dapat dilihat dari fungsi yang terdapat pada modul tersebut. Fungsi yang dimaksud adalah penyusunan Standar Biaya Keluaran (SBK), Rencana Kerja Anggaran Kementerian/Lembaga (RKA K/L), Rencana Penarikan dan Penerimaan Dana, serta revisi anggaran. Hasil penelitian menjelaskan bahwa fungsi Modul Penganggaran telah diterapkan pada KPPN liwa sesuai dengan kebutuhannya. Terdapat beberapa fungsi Modul Penganggaran yang tidak diterapkan oleh KPPN Liwa karena fungsi tersebut bukan kewenangannya. Hal ini juga menyesuaikan bentuk satuan kerja (satker) tersebut. Sehingga impelentasinya disesuaikan dengan kebutuhan yang ada. Kendala yang dialami KPPN Liwa dalam implementasi modul ini pun dapat diatasi dengan melihat keterangan pada modulnya sendiri. Hasil penelitian ini dapat dijadikan dasar bagi developer pemerintahan untuk melakukan perkembangan SAKTI yang lebih baik lagi./ This study aims to analyze the implementastion of the SAKTI Application Budgeting Module in 2019-2021 at KPPN Liwa. The research method used is a qualitative method through analysis of literature studies and field studies. The data used are primary data and secondary data form KPPN Liwa. The implementation of the Budgeting Module can be seen from the functions contained in the module. The function of Budgeting Module is the preparation of Output Cost Standards, Ministry/Agency Budget Work Plans, Fund Withdrawal and Receipt Plans, and budget revisions. The results of the study explain that the function of the Budgeting Module has been applied to KPPN Liwa according to its needs. There are several functions of the Budgeting Module that are not implemented by KPPN Liwa because these functions are not under its authority. It also adjusts the form of the work unit. So that the implementation is adjusted to the existing needs. Constraints experienced by KPPN Liwa ini implementing this module cas also be overcome by looking at the information on the module itself. The results of this study can be used as a basis for government developers to develop even better SAKTI.
