Abstract

Sejak digelontorkannya dana desa di tahun 2015, dampak yang signifikan belum dirasakan masyarakat desa. Penggunaan dana desa yang tidak sesuai dan kapasitas perangkat desa yang rendah menjadi salah satu hambatan dalam pengelolaan dan penyaluran dana desa. Pemerintah Desa Winong yang berada di Kecamatan Kedungwaru Kabupaten Tulungagung, merupakan salah satu desa yang cukup baik dalam membuat kebijakan penggunaan dana desa. Untuk itu penulis melakukan penelitian di desa tersebut untuk mengetahui implementasi dana desa dan dampaknya terhadap pembangunan desa Tahun Anggaran 2020 dan 2021. Dalam penelitian penulis menggunakan metode studi kepustakaan, studi lapangan dan metode analisis data dengan logic model. Hasil dari penelitian dapat disimpulkan bahwa implementasi dana desa di Desa Winong secara keseluruhan sudah sesuai dengan prioritas permendes tahun anggaran 2020 dan 2021 dengan hanya sedikit kekurangan terkait penanganan SDGs desa dikarenakan kapasitas SDM yang kurang optimal. Di sisi lain dampak dari implementasi dana desa Desa Winong sangat berdampak positif terhadap pembangunan desa. Hal ini dibuktikan dengan logic model yang memberikan hubungan positif dari input, proses, output, dan outcome. Selain itu dikuatkan dengan bukti fisik dan pengakuan salah satu masyarakat desa terhadap manfaat dari pembangunan fisik desa dan pemberdayaan masyarakat desa yang tetap berjalan di saat masa pandemi./ Since the disbursement of village funds in 2015, the village community has not felt a significant impact. Inappropriate use of village funds and low capacity of village officials are one of the obstacles in the management and distribution of village funds. The Winong Village Government, located in Kedungwaru District, Tulungagung Regency, is one of the villages that is quite good at making policies on the use of village funds. For this reason, the author conducted research in the village to find out the implementation of village funds and their impact on village development for Fiscal Years 2020 and 2021. In this study, the authors used library research methods, field studies and data analysis methods with logic models. The results of the study can be concluded that the implementation of village funds in Winong Village as a whole is in accordance with the priorities of the Minister of Villages for the 2020 and 2021 fiscal years with only a few shortcomings related to the handling of village SDGs due to less than optimal human resource capacity. On the other hand, the impact of the implementation of the Winong Village fund has a very positive impact on village development. This is evidenced by a logic model that provides a positive relationship between input, process, output, and outcome. In addition, it is strengthened by physical evidence and the acknowledgment of one village community on the benefits of village physical development and village community empowerment which continues during the pandemic.
