Abstract

Digitalisasi adalah bentuk bukti nyata bahwa manusia telah mengembangkan kemampuannya untuk menciptakan temuan yang dapat mempermudah aktivitas menjadi lebih efektif dan efisien. Aplikasi SAKTI merupakan salah satu bentuk digitalisasi yang mengintegrasikan seluruh aplikasi keuangan pada tingkat satuan kerja (satker). Penelitian ini akan berfokus untuk meninjau pengaruh dari penerapan SAKTI terhadap kesuksesan tercapainya indikator kinerja utama di KPPN Yogyakarta terkait indeks efektivitas pengelolaan pengeluaran kas yang diukur berdasarkan akurasi surat perintah pencairan dana (SP2D) dan kecepatan dalam penyelesaian retur SP2D. Penelitian ini menggunakan pendekatan kualitatif serta metode pengumpulan data melalui studi kepustakaan dan wawancara. Berdasarkan hasil penelitian yang dilakukan untuk tahun 2020 dan 2021, fitur-fitur unggulan yang dimiliki aplikasi SAKTI seperti fitur filter, terdapat validasi oleh pengguna, serta langsung terhubung dengan SPAN yang dikelola oleh KPPN dapat membantu satker dalam melakukan pengecekan, menghindari kesalahan, serta mempercepat prosedur penyelesaian retur. Dengan begitu, penggunaan dari aplikasi SAKTI dapat mendukung tercapainya indeks efektivitas pengelolaan pengeluaran kas di KPPN Yogyakarta. Isu utama penyebab adanya retur terletak pada masalah rekening, seperti rekening yang sudah tidak aktif atau ditutup, rekening yang tidak ditemukan atau tidak valid, serta nama rekening bank tidak valid. Pengecekan, ketelitian, serta kehati-hatian satker merupakan kunci utama dalam menghindari adanya retur. Disamping itu, pengecekan nomor rekening melalui internet banking atau surat keterangan rekening aktif dari bank juga perlu dilakukan untuk memastikan status aktif dari rekening tersebut. Kesuksesan dari penerapan aplikasi SAKTI serta tercapainya indeks efektivitas pengelolaan pengeluaran kas yang tinggi juga didukung dengan koordinasi yang baik antara satker dengan KPPN./ Digitization is a form of tangible evidence that humans have developed their ability to create inventions that can facilitate activities to be more effective and efficient. The SAKTI application is a form of digitization that integrates all financial applications at the work unit (satker) level. This study will focus on reviewing the effect of implementing SAKTI on the success of achieving key performance indicators at KPPN Yogyakarta related to the effectiveness index of cash disbursements management which is measured based on the accuracy of the fund disbursement order (SP2D) and the speed in completing SP2D returns. This study uses a qualitative approach and data collection methods through literature study and interviews. Based on the results of research conducted for 2020 and 2021, the superior features of the SAKTI application such as the filter feature, user validation, and direct connection with the SPAN managed by the KPPN can assist the satker in checking, avoiding errors, and speeding up procedures for return settlement. That way, the use of the SAKTI application can support the achievement of the effectiveness index for managing cash disbursements at KPPN Yogyakarta. The main issue that causes returns lies in account problems, such as accounts that are no longer active or closed, accounts not found or invalid, and invalid bank account names. The checking, accuracy, and prudence of the satker are the main keys to avoiding returns. In addition, checking the account number through internet banking or an active account certificate from the bank also needs to be done to ensure the active status of the account. The success of the implementation of the SAKTI application and the achievement of a high effectiveness index for managing cash disbursements are also supported by good coordination between the satker and the KPPN.
